The Fair Trade Commission concluded that 23 domestic and foreign shipping companies, including Korea Shipping, have been rigging freight rates for Korea-Southeast Asia routes, which has been going on for 15 years, is beyond the scope permitted by law.

Accordingly, a total of 96.2 billion won in fines was imposed along with a corrective order to 23 container liners.

At first, the Fair Trade Commission examiner suggested that a fine of up to 800 billion won was necessary, but the Plenary Meeting of the Fair Trade Commission drastically reduced the penalty to one-eighth in consideration of the specifics of the industry.

The Korea Shipping Association announced that it would pursue an administrative litigation to correct the FTC's judgment, saying that the FTC had branded shipping companies as unjust co-actors on the basis of flaws in the procedure.
