The
Ministry of Social Security
has presented this Thursday at the social dialogue table to reform the
Special Regime for Self-Employed Workers
(RETA) a new contribution proposal for real income for this group that would set
thirteen different sections
, with quotas from
183 euros
for those who earn the least up to
1,266 euros
for those who earn the most.
The
first tranche
of income will be for those with
incomes of less than 600 euros per month
, while the highest will be for those who earn
more than 4,050 euros
.
The self-employed will be framed in one or another section depending on their income, although they will be able to change band up to six times throughout the year to be able to adapt to the evolution of their income.
This
flexibility
is specially designed for the tourism sector, since, for example, a coastal bar in a town in Valencia may have very high income in high season and very low in winter, sources from the Ministry have explained to this medium.
Taking into account the level of income that the more than 3 million self-employed in Spain currently have, Social Security calculates that
the new system will benefit 66%
, who will have to pay less per month with this modality.
Those who earn less than 600 euros per month will have
annual savings of 1,300 euros
, while those who earn between 600 and 900 euros per month will pay 600 euros less each year.
There will be 33% of the self-employed, those who earn the most, who
will see their quota increased,
although the Ministry has not reported how much.
If approved, the new system
will come into force in 2023
, but the self-employed will have a
transitional period of 9 years
to apply it, during which their quota will gradually increase or decrease towards the section that corresponds to them.
Every three years from 2023, the self-employed associations will be able to meet to decide whether to maintain that 9-year horizon or shorten it.
Flat rate for only two years and for income below the SMI
Given the demands of some associations such as ATA (the majority in the sector);
The Ministry of José Luis Escrivá has decided to
maintain the flat rate during the first two years of activity
, although this will only apply to the self-employed with
incomes below the Minimum Wage
(that is, 1,125.83 euros per month).
The Ministry has left the meeting optimistic since, despite receiving some specific requests from some associations, the proposal has been
better received than expected
and they have only focused on technical criticism.
However,
Lorenzo Amor
, president of ATA, has criticized the proposal on Twitter at the end of the meeting.
Next Monday they will meet again to continue the negotiations.
The new contribution system must be approved
before the end of the first semester
in order to comply with what was promised to Brussels in the Recovery Plan.
