This is the first step towards implementing the results of the Iraqi legislative elections last October.

The outgoing Speaker of Parliament was re-elected on January 9 in a turbulent session.

But this appointment in no way resolves the debates surrounding the formation of a parliamentary majority.

The inaugural session of the Parliament concretized the tensions which have lasted for three months now.

The deputies have come to blows.

The coalition formed around pro-Iranian Shiite militias once again claimed a parliamentary majority.

The latter contest the election results.

In the midst of the crush the Acting Speaker of Parliament had to be evacuated.

He himself was a candidate for the Presidency of Parliament.

Finally, it was in his absence that his rival Mohammed al-Haboussi was elected with a strong majority.

He is at the head of one of the two Sunni parties ready to form a parliamentary majority alongside the big winner of the legislative elections, the Shiite party Maqtada al-Sadr.

Historically, the Speaker of Parliament has always come from the Sunni community.

Even if the coalition around the Shiite militias does not recognize this re-election, the debates will mainly crystallize on the nomination of the Prime Minister.

He is historically still a Shiite.

It will be up to the majority coalition in Parliament to choose it.

The intense divisions between the various Shiite parties seem to pave the way for a new type of government in Iraq.

Moqtada al-Sadr could be the only dominant Shiite surrounded by the main Sunni and Kurdish parties.
