In 2021, Shanghai released the "14th Five-Year Plan for the Development of Shanghai's Advanced Manufacturing Industry", proposing to build a "3+6" new industrial system in 5 years, focusing on the development of three leading industries of integrated circuits, biomedicine, artificial intelligence, and electronics. At the beginning of 2022, 82 major projects in Shanghai Pudong New Area will start construction, with a total investment of 317.6 billion yuan (RMB, the same below).

According to the Shanghai Municipal Commission of Economy and Information Technology, Shanghai has a thriving industrial innovation ecosystem, which has gathered more than 50% of the country's 5G talents, more than 40% of integrated circuit chip talents, and more than 30% of artificial intelligence talents.
In addition, 18 of the top 20 global pharmaceutical companies and 17 of the top 20 medical device companies have settled in Shanghai.
