  On September 15, 2021, the "Kigali Amendment" came into effect for China, strengthening the control of non-carbon dioxide greenhouse gases such as HFCs, and China will gradually reduce the production and consumption of HFCs.

HFCs are a common substitute for ozone-depleting substances (ODS), and while not ODS themselves, HFCs are greenhouse gases with a high global warming potential (GWP).

  The Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the "Notice on Strictly Controlling the First Batch of Hydrofluorocarbon Chemical Production and Construction Projects". In the interview, he said that in order to ensure the implementation of the amendment and promote the high-quality and sustainable development of the fluorine chemical industry, before the official phase-out of each type of ozone-depleting substances (ODS), a management and control policy for chemical production and construction projects of the corresponding type of ODS was formulated. , strictly control the increment according to the "closed door principle", and then gradually phase out the stock in accordance with the requirements of the protocol, so as to prevent the waste of social resources caused by the elimination and the new construction.

Taking into account the current status of China's HFCs production industry, etc., the HFCs chemical production and construction projects are controlled by substances and batches.

The first batch of chemical production and construction of 5 kinds of HFCs such as difluoromethane (HFC-32) and pentafluoroethane (HFC-125) with large production scale, high global warming potential (GWP) value and clear alternative route are given priority to control. project.
