China News Finance, January 8th (Zuo Yuqing) Six days after the emergency release, Ledu finally spoke again and adjusted the price of online courses.

As the first non-profit subject training institution to openly enroll students, Ledu's own "good future" aura has attracted many parents.

On the day when the registration was opened, Ledu ushered in the hot scene of "a lesson is hard to find".

However, the "snap-off" music reading failed to "run out" of the government's guideline price constraints.

On January 5, Ledu issued an announcement to adjust the previous course prices.

Announcement of fees for off-campus training in subjects at the compulsory education stage in multiple places

Recently, many places have intensively released the fees for off-campus training of subjects in the compulsory education stage.

The charging standards are all subject to government-guided price management, and the benchmark charging standards and floating ranges have been formulated taking into account factors such as the economic development level of each region, the affordability of student families, and the actual average fee level of the institution.

Many places stipulate that on the basis of the benchmark price, the price shall not rise by more than 10%, and the fall is not limited.

Among the charging standards announced by various localities, Beijing and Shanghai have the highest charging standards.

Beijing-Shanghai offline standards are: 40 yuan/class hour and person-time for 35 people or more, 60 yuan/class hour and person-time for 10 to 35 people (including 10 and 35 people), and 80 yuan/class hour and person-time for 10 people or less.

In terms of online courses, the three types of classes are all 20 yuan/class hour and person-time.

Some cities have announced fees for off-campus training in subjects during the compulsory education stage.

Some provinces have further subdivided the charging standards for different cities and counties based on actual conditions.

For example, Heilongjiang, Yunnan, etc. are divided into three types of areas to price separately.

In addition to the subject-based off-campus training in the compulsory education stage, some regions also require that the subject-based off-campus training for ordinary high school students is also managed with reference to the charging standards, such as Beijing, Shanghai, Shenzhen, etc.

Shanxi Province has set additional fees for training institutions for ordinary high school students.

The guide price announced by the local government is the reason for the price adjustment of Ledu. The adjusted online course fee standard of Ledu is 22 yuan/class hour, which is the highest price for the Shanghai government.

Prior to this, the price for a small class of 35 people on Ledu Online was 40 yuan/class hour, and a class of 100 people was 28 yuan/class hour, far exceeding the upper limit set by Shanghai.

Despite the announcement of price adjustments, the Ledu Youke APP has not been relaunched.

"How long will it take to start the class after signing up?" has become the most concerned issue of parents.

How long does it take to officially start?

On December 31, 2021, it is the "maximum" for discipline training institutions to "change from business to non-business operations". While the government guidance price is announced, many places have also announced a number of institutions that have passed the "business-to-business non-business reform".

In Beijing, there are currently 10 online subject training institutions including Beijing Job Help Online Subject Training School, Beijing Yuandao Online Subject Training School, Beijing Hope Online Online Subject Training School, Beijing Zhidao Online Subject Training School, etc. Become an administrative license for "private non-enterprise".

10 online discipline training institutions in Beijing that have been registered as "private-run non-enterprise" administrative licenses.

According to the Qichacha APP, "Hope Online" is the brand that Beijing Century Good Future Education Technology Co., Ltd. is applying for, and the registered address of "Lexue Dongfang" is Xindongfang South Building, No. 2 Dongsan Street, Haidian District, Beijing.

"Obtaining a non-licensed business reform license does not mean that students can be enrolled immediately." An industry insider told Zhongxin Finance that online off-campus training institutions need to go through a complete process if they want to "hold a license to work": "In' After the approval of the business reform is not approved, the organization will have to apply for an ICP filing license, complete the fund custody, and finally set the price with reference to the government's guidance price."

He said that the above process is difficult to complete in a short period of time, but the industry expects to be officially "certified" in mid-January this year: "The industry generally hopes to enroll students and start classes after the end of the final exams in primary and secondary schools."

Localities have strengthened the management of advance fees

China Singapore Finance has noted that in response to past phenomena such as "difficulties in refunding fees" and "rolling money away" by off-campus training institutions, some regions have also put forward clear regulations on pre-charging while publishing the charging standards.

On January 5, the Zhejiang Provincial Department of Education and other four departments issued the "Interim Measures for the Administration of Pre-charge Management of Off-campus Training Institutions in Zhejiang Province."

According to the regulations, off-campus training institutions should set up special deposit accounts for pre-charge.

The institution independently chooses a bank at the place of registration to open a unique pre-charged special deposit account named "unit name + pre-charged fund custody account", which is specifically used to collect the prepaid fees of students and report to the territorial education administrative department for the record.

The headquarters of the organization shall not transfer or pool the pre-charged funds of the branches.

In terms of fees, the "Measures" stipulate that the charging period and teaching arrangements should be coordinated.

If the fee is charged according to the training period, the fee shall not be charged at a time or in disguised form for the time span of more than 3 months; if the fee is charged according to the class hours, each subject shall not be charged at one time or charged in disguised form for more than 60 class hours.

If charging by cycle and charging by class hours are carried out at the same time, the only way to choose a shorter period of charging can not exceed 3 months in disguised form.

And the charging time shall not be earlier than 1 month before the start of the new class.

In addition, Zhejiang also made it clear that institutions must not induce trainees to use training loans to pay fees.
