This includes providing policy assistance in various aspects such as provident fund loans, public rental housing allocation, and housing purchase subsidies.

  At the same time, since the introduction of the two-child and three-child childbirth policy, banks have introduced various marriage and childbirth consumer loans, as well as specialty consumer credit products, from "second-child loans" to "three-child loans."

Prior to this, the special consumer credit products launched by some banks through gimmicks and other methods have caused heated discussions, such as "color gift loan" and "cemetery loan".

  Regarding this, Analysys senior analyst Su Xiaorui told the "Securities Daily" reporter that some of the gimmicks of loan products are greater than the actual product attributes, and they are just a marketing method that attracts attention.

For this kind of specialty consumer credit products, banks should start from market demand when designing such loans, pay attention to the inclusive nature, comply with the relevant regulations of financial marketing and publicity, and win market reputation with high-quality services.

  It is understood that on July 20 last year, the "Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing the Fertility Policy to Promote the Long-term Balanced Development of the Population" was released to the public, proposing to optimize the fertility policy and implement the policy that a couple can have three children.

In order to implement the decision and deployment of the Party Central Committee and the State Council and implement the three-child policy, many places across the country have recently issued incentive policies such as housing subsidies, public rental housing protection, and increase in provident fund loan quotas.

  For example, Beijing took the lead in implementing the housing policy to encourage three-children in the country; Shaanxi Province, Jilin Province and Guizhou Province have also recently launched a "package" of measures to implement the three-child policy. Implementation of differentiated housing preferential policies".

  Ningbo City provides support to families with two and three children in the housing provident fund loan line.

Recently, Ningbo Municipal Housing Provident Fund Management Committee issued the "Notice on Adjusting Ningbo Housing Provident Fund Loan Policy."

According to the "Notice", starting from January 1, 2022, families with two or three children in accordance with the national childbirth policy have paid the housing provident fund for two consecutive years and applied for a provident fund loan for the first time to purchase the first self-occupied house. The housing provident fund The maximum loan amount has been increased from 600,000 yuan per household to 800,000 yuan per household.

Hai'an City, Jiangsu Province, began to directly issue housing subsidies.

  Yan Yuejin, research director of the E-House Research Center, told a reporter from the Securities Daily that the current policies for three-child families in various regions have gradually increased, and it is very necessary to introduce a more matching housing policy.

Including the previous regions such as Linze in Gansu, Chaoyang in Beijing, Haian in Jiangsu, and Shaanxi, all have implemented relevant support policies for the housing of three-child families, further reducing the cost of housing for three-child families.

  Marriage and childbirth consumer loans are not new. Since the introduction of the two-child and three-child childbirth policies, banks have launched various marriage and childbearing consumer loans in recent years, ranging from "second-child loans" to "three-child loans".

  In October 2015, my country fully liberalized the two-child policy.

In 2016, Postal Savings Bank of China and China Post Consumer Finance, etc. established the "Post Your Home" consumer industry alliance in Beijing, and launched the country's first consumer financial product "second child loan" for families with children, with a maximum limit of 200,000 yuan .

After the implementation of the three-child policy last year, the news that Bank of China Jiangxi Branch is about to launch a "childbirth consumer loan" product rushed into hot searches.

However, the bank quickly issued a statement stating that the loan is only in the internal evaluation stage and has no plans to launch this product for the time being.

  Recently, the Jilin Provincial Committee of the Communist Party of China and the People's Government of Jilin Province issued the "Implementation Plan on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development."

It is mentioned in the plan to provide marriage and childbirth credit support, and support banking institutions to provide up to 200,000 yuan of marriage and childbirth consumption loans for registered married couples that meet relevant conditions. Different levels of interest rate reductions will be given according to the first child, second child, and third child. .

  Su Xiaorui told the "Securities Daily" reporter that the "Proposal" issued by Jilin Province this time takes the marriage and childbirth credit support provided by banks as part of the implementation of the birth policy support, and is essentially related to the "pseudo-innovative" consumer credit products of some banks. The difference is that the "plan" clearly proposes interest rate cuts, which are of a certain inclusive nature and can also dispel the previous idea of ​​some banks taking the opportunity to obtain excess profits.

  It is understood that in addition to consumer loans for marriage and childbirth, similar specialty consumer credit products are not uncommon.

In Su Xiaorui's view, some banking institutions had previously attracted the public's attention through "pseudo-innovation" methods such as "gifts and loans", the main purpose of which was to save marketing expenses and obtain excess profits.

  Pan Helin, executive dean of the Institute of Digital Economy, Zhongnan University of Economics and Law, told a reporter from the Securities Daily that consumer loans are facing high credit repayment pressure, and financial institutions should guide consumers to borrow rationally.

Due to the lack of collateral, there is a risk of default in credit consumer loans, so consumer loans should not be over-named and should return to the essence of credit.
