New year, new arrangements.

As of this Saturday, new regulations come into force in many sectors.

Small focus on the main measures that will have an impact on your home or your real estate project.

Energy renovation

Launch of an Internet platform (france-renov.gouv.fr) and a unique telephone number (0.808.800.700), as well as a unified network of advice spaces to guide individuals in their renovation work.

Affordable rent

The “Affordable Rent” scheme allows owners to rent out their unfurnished accommodation at an affordable rent level while benefiting from a tax advantage on rental income.

The tenant must be under a resource limit, the lease is for six or nine years.

A commitment agreement is signed with the National Housing Agency (Anah).

Building permit online

Users will be able to choose to electronically file their building permit and, more generally, their application for planning permission.

To support the municipalities, the State with associations of elected officials (AMF and AdCF) is deploying a digital program for the application of soil law.

New environmental regulations for new buildings

The “RE2020” replaces the current thermal regulation, the RT2012.

It reinforces the requirements in terms of energy performance, summer comfort and introduces requirements relating to the carbon impact of construction.

End of mortgage loans over 25 years

From January 1, the distance will prohibit individuals from borrowing over 25 years to buy real estate.

A rule recommended since 2019 by the High Council for Financial Stability (HCSF).

There will however be some exceptions if the purchase concerns a new home under construction or if the work represents 25% of the total cost of the operation.
