The "Plan" clarifies the main goals during the "14th Five-Year Plan" period, and strives to maintain the healthy and stable development of real estate, and strive to complete the real estate development investment of 1,250 billion yuan, the total number of newly built urban housing units is 2,644,200, and the total construction area is 30.28 million square meters.

By 2025, about 300 towns in the province will meet the requirements of beautiful township demonstration towns, and a new era of rural construction management mechanism will be initially established .
In terms of speeding up the construction of affordable rental housing and promoting the transformation of urban shanty towns, the "Plan" clarified that by 2025, the province plans to raise 198,200 sets of affordable rental housing and renovate 389,500 sets of shanty towns; and further promote the transformation of old communities. By 2025, we will strive to basically complete the transformation of old communities in cities and towns that need to be renovated before the end of 2000, and strive to complete the transformation of old communities in 6,243 cities and towns, benefiting 1,608,700 urban residents.
