Xie Cun said that at the beginning of the 13th Five-Year Plan period, there were still 50,000 administrative villages in my country that did not have broadband access, including a large number of poor villages with established files, and 150,000 administrative villages with a broadband access capacity of less than 4Mbps. "Digital Divide".

Since October 2015, the Ministry of Industry and Information Technology has successively deployed seven batches of telecommunications universal service construction tasks, from supporting fiber access to 4G network construction, and from supporting administrative villages to borders and islands.

Accumulatively supported the construction of optical fiber networks in 130,000 administrative villages across the country and the construction of 60,000 4G base stations in rural areas.

According to reports, one-third of the tasks are deployed in impoverished areas, and the proportion of broadband access in administrative villages, impoverished villages, and "three regions and three states" deeply impoverished areas has been increased from less than 70%, 62%, and 26% to 100%, respectively. , The average download rate of optical fiber in rural areas exceeds 100Mbps, and the level of communication infrastructure in rural and remote areas has been significantly improved.

Xie Cun said that the Ministry of Industry and Information Technology is also focusing on lowering the Internet access threshold, launching precise fee reductions, and ensuring "affordable" networks.

On the basis of speeding up and reducing charges for the majority of users across the country, it is required that the tariff for universal telecommunications services shall not be higher than that in other regions.

Promote basic telecommunications companies to continue to provide basic communication service tariff discounts of 50% or less to rural poverty-stricken households. The precise fee reduction measures have benefited more than 28 million rural poverty-stricken households, with a cumulative profit of more than 8.8 billion yuan.

"In the vast rural areas, users can enjoy personal mobile phones, fixed broadband and Internet TV packages for only 30 to 40 yuan per month. The burden on rural users to use broadband networks is greatly reduced, and the sense of gain is effectively increased. Rural Internet penetration rate It reached 59.2%, which was double the initial period of the 13th Five-Year Plan period, and the urban-rural penetration rate gap narrowed by 15 percentage points." Xie Cun said.

Xie Cun also said that 100% of primary and secondary schools (including teaching sites) across the country have broadband access, telemedicine covers all poverty-stricken counties, and high-quality basic education and medical resources are accelerating the expansion of rural areas.

The extensive coverage of urban and rural networks effectively guarantees that 200 million students will “suspend classes without stopping” during the epidemic, effectively support scientific and precise prevention and control of the epidemic, help rural governance and grassroots party building, and promote huge changes in rural production and life.

"The national rural online retail sales increased from 353 billion yuan in 2015 to 1.79 trillion yuan in 2020. Internet traffic has brought product sales to rural people, increased the amount of income, and improved the quality of life." Xie Cun said.
