Shanghai proposed to build 400,000 sets (rooms) of affordable rental housing during the "14th Five-Year Plan" period, accounting for about 40% of the total housing supply.
Guangdong proposed to raise 740,500 sets (rooms) of affordable rental housing during the "14th Five-Year Plan" period.

During the "14th Five-Year Plan" period, Chengdu plans to raise 250,000 sets (rooms) of affordable rental housing, of which 60,000 sets (rooms) are planned to be raised in 2021.

New tricks in 9 places
According to incomplete statistics from China-Singapore Jingwei, in the past two months, nine more places have clarified new measures for the development of affordable rental housing.
Beijing requires that each district’s newly-provided commercial housing, resettlement housing (excluding the “three fixed and three restrictions”) and other property-right housing construction projects shall be equipped with public rental housing, affordable rental housing, and Corresponding parking spaces for motor vehicles.
Chongqing has raised more than 40,000 sets (rooms) of affordable rental housing.
It is estimated that during the "14th Five-Year Plan" period, 400,000 new affordable rental housing units (rooms) will be built in the city.
From 2021 to 2023, Guizhou will complete the transformation of 410,000 households (sets) in shanty towns, and raise 55,000 sets (rooms) of affordable rental housing.
Since the beginning of this year, Guizhou has reserved 70 affordable rental housing projects.
At present, the Jingzhou city center has raised 6,275 sets of public rental housing through government investment, of which 1,840 households have been allocated to new youths and new citizens.
Jiangxi has clarified that there is no income threshold for affordable rental housing, and new citizens and young people who have no housing in the urban area can apply for rent.

In terms of supply scale, during the "14th Five-Year Plan" period, Nanning City's newly-added affordable rental housing will account for more than 30% of the total new housing supply; other cities with a large number of new citizens and young people will add new affordable rental housing. Shenyang intends to require the development of affordable rental housing development plans based on the area of commercial housing corresponding to the standard of no less than 10% of the annual residential land supply plan; mainly small and medium-sized units with a floor area of not more than 70 square meters, and the proportion is not less than 70% ; Convenience stores, laundry shops, canteens, activity rooms, gymnasiums, transportation and other supporting facilities should be added to the surrounding areas.
Jingzhou plans to raise 3247 sets of affordable rental housing next year, including 1,000 at the city level and 2,247 at the county level.
From 2021 to 2025, the city strives to raise 16,118 sets of affordable rental housing (10,000 sets in downtown areas and 6,118 sets in counties and cities).
During the "14th Five-Year Plan" period, Foshan plans to raise at least 110,000 new affordable housing units of various types, including at least 75,000 affordable rental housing units, and strive to reach 30% of the total housing supply in central urban areas and key areas.
In phases, by 2023, Foshan plans to issue 15,000 new rental subsidies and raise at least 45,000 affordable rental housing units.
