The cleaner production audit system is an important means for companies to implement cleaner production, achieve energy saving, consumption reduction, and pollution reduction and efficiency enhancement.
The implementation of cleaner production audits plays an important supporting role in fighting pollution prevention and control, improving environmental quality, promoting energy conservation and emission reduction in key industries, and industrial upgrading and transformation.
Recently, the Department of Ecology and Environment of Liaoning Province and the Development and Reform Commission of Liaoning Province jointly issued the "Liaoning Province Cleaner Production Audit Implementation Plan (2021-2023)" and the 2021 Liaoning Province Compulsory Cleaner Production Audit Enterprise List (hereinafter referred to as the plan and list) ).
Liaoning has determined the list of key enterprises for cleaner production audits in accordance with the law.
Focusing on 14 key industries, including energy, metallurgy, coking, building materials, nonferrous metals, chemicals, printing and dyeing, papermaking, raw materials, electroplating, agricultural and sideline food processing, industrial coating, packaging and printing, and magnesia, a list of strong audits has been released year by year.
In accordance with the "Cleaner Production Promotion Law", the scope of companies that carry out mandatory clean production audits is "double super, double ownership, and high energy consumption" three types of enterprises.
According to reports, the list of strong audits will be determined in 2021 to highlight key industries, key tasks, and key regions.
It is finally determined that 54 companies will be included in the 2021 mandatory review list.
Among them, there are 20 double-super enterprises, 26 double-owned enterprises, and 8 high-energy-consuming enterprises.
At the same time, Liaoning promoted cleaner production audits in key industries, comprehensively strengthened cleaner production audit supervision of key enterprises, actively carried out innovative pilot projects for cleaner production audit models, and promoted the construction of a number of green and low-carbon projects.
Through carbon verification and clean production review, focusing on coal power, steel, petrochemical, magnesite, equipment manufacturing and other industries, vigorously implement industrial energy-saving and low-carbon transformations, and encourage the application of green and low-carbon technologies.
Strengthen demonstration and guidance, promptly launch typical green and low-carbon enterprises, and strengthen publicity and promotion.
According to Li Guojun, Liaoning will use cleaner production to force companies to coordinate pollution and carbon reduction, focusing on six high-energy-consuming industries and key enterprises, and implementing mandatory clean production audits in "double super and double high-energy-consuming" enterprises in accordance with the law; Production promotes industrial restructuring.
In combination with carbon verification, in key industries such as metallurgy, petrochemical, energy, equipment manufacturing, etc., recruit a group of leading companies in the industry that voluntarily implement cleaner production audits to further improve the level of cleaner production, and gradually announce a group of green and low-carbon companies to play a leading and demonstrative role; Promote the construction of ecological parks with clean production; strengthen the construction of clean production review teams.
