The Department of Economy and Tourism in Dubai has developed an electronic portal, in cooperation with a group of partners, regarding the law regulating time-sharing in the emirate.

A statement issued yesterday stated that in the framework of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to organize the practice of time sharing in Dubai, in accordance with the best international practices, and in an effort to confirm its position as the best city for life and visit in the world. The mechanism of work of the time-sharing law has been strengthened, by launching an electronic portal that facilitates registration procedures and issues the necessary permits with ease, in addition to providing the necessary instructions and information for workers in this sector, as well as for tourists and those interested.

Functions and benefits

According to the statement, the Department of Economy and Tourism in Dubai has developed the electronic portal, in cooperation with a group of partners, which allows establishments operating in the field of time-sharing system, to apply for the registration of qualified units within the specified criteria, as well as to obtain permits and licenses to practice this activity in the emirate. It can be renewed annually.

The portal will greatly benefit the tourism system, and contribute to enhancing the confidence of investors in the city and the advantages that its real estate and hotel facilities can offer, as well as speeding up the approval procedures, as well as providing instructions.

The portal also provides all the necessary information of interest to investors, owners, operators and tourists wishing to benefit from the units subject to the time-sharing system in Dubai.

The Department of Economy and Tourism in Dubai, which is the authority responsible for regulating and supervising time-sharing activity in the emirate, will work to improve the experience of customers, tourists and investors, as well as establishments specialized in this field, as the law aims to regulate the practice of time-sharing operations in Dubai, in accordance with international best practices. According to this law, the Department of Economy and Tourism in Dubai, in cooperation with the Dubai Land Department and the Dubai International Financial Center, will build a basic database of real estate development and brokerage companies, establishments working in this field and operators, to follow up the supervision and control of facilities, and to determine the conditions to be met in Contracts, and dispute resolution mechanism.

The Department of Economy and Tourism in Dubai will be responsible for regulating time-sharing contracts, receiving complaints against any individual or entity that conducts activity in the emirate without a permit or approval, and investigating such complaints and taking appropriate measures in their regard.

The law also stipulates that the registration of all new establishments operating in the time-sharing system is limited to new or existing hotel rooms, while existing facilities will be allowed to continue their work through the electronic portal.

Several entities in Dubai participated in implementing this initiative and putting it into service, through the partnership between the Department of Economy and Tourism in Dubai and the Department of Land and Property, and in coordination with the Dubai International Financial Centre.

As for the "Points Contract", it is a contract through which the beneficiary sells points in return for a known financial consideration, according to which the facility is obligated to enable the beneficiary to benefit from the residence unit during the period specified in the contract, or to exchange it for another residence unit, whether this unit is located inside or outside the emirate.
