Peng Huagang, member of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council and Secretary-General, delivered a speech and pointed out that the central enterprises' active performance of responsibilities in the new era of overseas development is of great significance and duty-bound.

  Peng Huagang said that as the national team and the main force for Chinese enterprises to "go global", central SOEs have more than 8,000 institutions and projects in more than 180 countries and regions around the world. They bear the responsibility of a major country in overseas development and reflect the demeanor of a major country. Good overseas performance of responsibilities is of great significance.

  In his view, on the one hand, the overseas responsibility of central enterprises is a concrete action to interpret the concept of a community with a shared future for mankind, and building a community with a shared future for mankind has become a banner that leads the trend of the times and the direction of mankind.

Central enterprises must uphold the concept of common interests and sustainable development, and consciously practice the concept of a community with a shared future for mankind.

In particular, the overseas businesses of central SOEs are concentrated in developing countries, and they must actively fulfill their social responsibilities in local development, benefit the local people, and show the good image of my country as a responsible major country to the world with practical actions.

  On the other hand, strengthening overseas fulfillment of responsibilities is an inherent need for central enterprises to accelerate the construction of a world-class enterprise.

While the central enterprises continue to expand their international business and improve their international level, they will continue to strengthen overseas responsibilities and shape their corporate image, which will play an important supporting role in enhancing global influence and resource allocation capabilities, and accelerating the construction of a world-class enterprise.

  Peng Huagang pointed out that the central enterprises uphold the concept of “consultation, co-construction, sharing, and win-win”, vigorously carry out foreign operations, actively promote opening up, actively serve the overall situation of diplomacy, and jointly build a community with a shared future for mankind, and have done a lot of fruitful work.

For example, actively assisting the global fight against the epidemic, participating in the joint construction of the “Belt and Road” at a high level, and vigorously supporting the cause of global poverty reduction.

  Peng Huagang also particularly emphasized that in overseas investment and construction, production and operation, especially participation in the construction of the "Belt and Road", central enterprises must lay a solid foundation, pinpoint their positioning, seize strategic opportunities, actively respond to challenges, and help my country achieve high growth in the active performance of responsibilities. Opening to the outside world at a horizontal level will make new and greater contributions to building a world of lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty.

  It is reported that in order to promote the active and better performance of responsibilities of central enterprises in the "going global" process, research and explore effective ways to perform responsibilities overseas, and strengthen mutual exchanges, the State-owned Assets Supervision and Administration Commission of the State Council has continued to carry out the overseas social responsibility of central enterprises since 2018. Annual project research, continuous compilation and release of blue papers, combing and recording the vivid practices of central enterprises' overseas performance of responsibilities, analysis of problems and deficiencies, and research and development directions.

The release of the Blue Book has played a positive role in promoting the overseas operations of central enterprises to better fulfill their social responsibilities.
