"Strictly speaking, Russia is fulfilling its gas supply obligations, but many believe that its refusal to increase exports to Europe or fill Gazprom-owned storage facilities is a means of putting pressure on the EU," Borrell wrote.

According to him, Russia provides 40% of the EU's gas needs.

Gas transit to Europe passes through the territory of Ukraine, Belarus, and the Baltic Sea, Borrell explained.

Earlier, Gazprom's press service announced that a third of the volume of gas injected in the summer had been taken from underground gas storage facilities in Europe.

According to Gas Infrastructure Europe, as of December 13, the volume of active gas in European underground storage facilities was 24.5% (19.9 billion cubic meters) less than last year.
