The pace of energy transition is more stable

The Central Economic Work Conference emphasized that the gradual withdrawal of traditional energy sources should be based on the safe and reliable replacement of new energy sources.

It is necessary to promote the energy revolution in depth and accelerate the construction of an energy powerhouse.

This shows that our country will persist in advancing stability while advancing the energy transition.

Since the beginning of this year, in the face of rapidly increasing energy demand, the output of my country's main new energy varieties has continued to grow, and the supply capacity has been further enhanced.

According to industry statistics, as of the end of October this year, my country’s cumulative installed capacity of renewable energy power generation exceeded 1 billion kilowatts, accounting for 43.5% of the country’s total installed power generation capacity.

At the same time, traditional energy sources have increased production and supply.

In the first half of the year, crude oil production increased steadily by 2.4%, natural gas production increased rapidly by 10.9%, crude oil imports fell by 3% year-on-year, and natural gas imports increased by 23.8% year-on-year.

Although energy supply capacity continues to increase, due to the uneven recovery of the global economy, energy prices in the international market have risen sharply, and domestic power and coal supply and demand continue to be tight.

Some provinces have adopted varying degrees of electricity curtailment measures, and some large energy consumers have stopped work and production.

Regarding the outstanding issues in the energy transition, the Central Economic Work Conference emphasized the need for scientific assessment, that newly-added renewable energy and raw material energy are not included in the total energy consumption control, and create conditions for achieving "dual control" of energy consumption and total carbon emissions as soon as possible. The transformation of “dual control” and intensity will accelerate the formation of an incentive and restraint mechanism to reduce pollution and carbon, and prevent simple layer-by-layer decomposition.

Ning Jizhe, director of the National Bureau of Statistics of China, explained the new requirement of "energy use of raw materials" that has attracted much attention: "The energy use of raw materials is coal chemical industry and petrochemical industry. Energy products are converted into raw materials, not 100% of carbon dioxide is emitted into the air. Generally, only 20% of emissions are emitted, and 80% is converted into raw materials. However, the energy used by fuels emits carbon dioxide, so they must be calculated separately in statistics."

Zeng Ming, director of the Energy Internet Research Center of North China Electric Power University, believes that the meeting proposed that the use of raw materials should not be included in the total energy consumption control. The price of products to prevent large-scale inflation is more in line with the characteristics of my country’s energy supply and demand at this stage.

Bai Wei, deputy head of the new energy and new materials strategy group of Shenghong Group, said that the introduction of the new policy will promote the transformation of enterprises from traditional energy consumption to green new energy and high-end new materials, and the role of strong industrial chains, extended chains, and supplementary chains will become more important. Significantly.

"The policy clarifies the top-level energy consumption policy for chemical projects, allowing the government to approve projects and companies have a clearer direction in project planning, especially for industry-leading companies, the development of high-end and high-quality production capacity due to policy uncertainty The blockage is expected to be alleviated, and new projects that conform to the national policy orientation are expected to accelerate." Bai Wei said.

Since the beginning of this year, the issue of coal shortage has attracted much attention.

The Central Economic Work Conference pointed out that it is necessary to establish the basic national conditions of coal as the mainstay, grasp the clean and efficient use of coal, increase the capacity of new energy consumption, and promote the optimal combination of coal and new energy.

"It is necessary to fully realize that new energy sources are greatly affected by seasonality and climate during the power generation process. The all-weather sustainable power generation characteristics of coal power are destined to assume the important task of ensuring stable power supply before energy storage equipment cannot be commercialized on a large scale. "Said Du Song, deputy director of the Institute of Ecological Environment, General Survey and Research Institute of China Coal Geology Bureau.

The role of coal in my country's energy supply of ballast is irreplaceable in the short term.

Zeng Ming said that the two most important features of the new power system are: one is horizontal multi-energy complementarity, and the other is vertical source network load-storage coordination.

Horizontal multi-energy complementarity means that coal power should be complemented with wind power, photovoltaics and other forms of power generation, and optimized combination.

Among them, coal power is a peak-shaving power source used to support the stable grid connection of renewable energy.

Under the "dual-carbon" goal, my country's energy structure is undergoing transformation, and the proportion of coal used for power generation will gradually decrease, and this coal will gradually shift to a high-efficiency, energy-saving, and green modern coal chemical industry.

"Compared with combustion power generation, coal chemical industry emits high carbon dioxide concentration, easy recovery, and low cost, 70% of which can be recycled for carbon capture, utilization, and storage. In the future, the development of clean coal utilization projects will continue to trend Reasonable, dual-carbon goals will also bring certain pressures to industrial development, forcing enterprises to upgrade their technology and intelligence.” Du Song said.
