"The 14th Five-Year Plan for Promoting the Development of Small and Medium-sized Enterprises" released

  CCTV News: Today (December 17), the Ministry of Industry and Information Technology issued the "Fourteenth Five-Year Plan to Promote the Development of Small and Medium-sized Enterprises", proposing that by 2025, the overall development quality of small and medium-sized enterprises will be steadily improved, with innovation capabilities and specialization. The level has been significantly improved, the level of operation and management has been significantly improved, the service supply capacity has been comprehensively improved, and the development environment has been further optimized.

  The "Plan" puts forward a series of quantitative targets around the key links to promote the development of small and medium-sized enterprises: By 2025, the per capita operating income of small and medium-sized enterprises will increase by more than 18%; the R&D expenditure of small industrial enterprises above designated size will increase by more than 10% annually, and patent applications will be applied for several years. The average growth rate is more than 10%, and the number of effective invention patents increases by more than 15% annually.

At the same time, it is proposed to promote the formation of one million innovative small and medium-sized enterprises, one hundred thousand "specialized and special new" small and medium-sized enterprises, and ten thousand specialized and special new "little giant" enterprises; cultivate 200 characteristic industrial clusters of small and medium-sized enterprises and 10 Quantitative work objectives of a Sino-foreign SME cooperation zone.

  In addition, centering on the steady improvement of the overall development quality of SMEs during the "14th Five-Year Plan" period, the "Plan" also proposes to cultivate and expand market players, improve policy support systems, establish efficient service systems, improve a level playing field, improve financing availability, and strengthen legality. Seven main tasks are protection of rights and interests, improvement of innovation ability and professional level, and 9 key projects including the cultivation project of high-quality small and medium-sized enterprises and the digital promotion project of small and medium-sized enterprises have been identified.
