Over the past year or so, the Ministry of Commerce, in conjunction with relevant departments, has conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, and guided the pilot areas to explore boldly and conduct first trials. The pilot work has achieved positive results.

  First, the implementation rate of pilot tasks exceeded 90%.

Approved by the State Council, the overall pilot program proposed eight pilot tasks and 122 reform, opening up and innovation measures.

Up to now, various pilot tasks have been progressing smoothly, and 110 of the 122 specific measures have been implemented, with a landing rate exceeding 90%; 5 measures involving adjustments to the implementation of administrative regulations and State Council documents have been approved by the State Council.

  Second, the demonstration effect of the results of the pilot system has been significantly enhanced.

Since the pilot program, each pilot area has earnestly undertaken the implementation of the national overall plan, and at the same time formulated local implementation plans based on local actual conditions, actively carried out proactive exploration, and pioneered trials, and formed some good experiences and good practices with strong system innovation and promotion value.

Up to now, the Ministry of Commerce and relevant departments have replicated and promoted 90 experience and practice cases across the country.

At present, it is summarizing and sorting out and will release a batch of new practical cases to speed up the release of system dividends.

  Third, the pilot program has become an important starting point for stabilizing foreign trade and foreign investment.

Since last year, the national proportion of import and export of services in the provinces, autonomous regions and municipalities where the pilot regions are located has remained at about 97%, and the "leading sheep" position has become more stable.

Driven by the pilot areas, my country's service imports and exports from January to October 2021 are 4.2 trillion yuan, an increase of 12.7% year-on-year, of which service exports increased by 29%; the service trade deficit fell by 67.6%; the actual use of foreign capital in the service industry was US$113.16 billion , A year-on-year increase of 25.7%, accounting for 79.7% of the country, an increase of 8.1 percentage points over the same period last year.

  Shu Jueting said that in the next step, the Ministry of Commerce will continue to advance the pilot work with high standards in accordance with the unified deployment of the Party Central Committee and the State Council. At the same time, it will promote the upgrading of pilot areas with obvious results to build a national service trade innovation and development demonstration zone, and further promote the deepening of the national service trade reform. , Expand opening up and system innovation.
