<Anchor> It

is a rental apartment complex with nearly 2,000 households in Yongin, Gyeonggi-do. You can tell it's a new apartment just by looking at it. It's been almost a year since it was built and the apartment is still uninhabited. As the front door of the apartment is blocked by a mountain, there is no way to get in and out, so the apartment is not being sold.

Reporter Han Sang-woo's report will be read first, and then the story will continue.

<Reporter> This

is the highest 38-story apartment complex right across from Yongin City Hall in Gyeonggi-do.

It was already built earlier this year, but I can't find the way into the apartment.

[Apartment Manager: (Isn't this the main gate?) Isn't that the main gate? It's temporary. (A temporary road? Can't you go inside?) No. Of course.] During

construction, I borrowed someone

else

's land and used it as a road, but now the apartment is blocked all over the place.

A large mountain is blocking the front door where the access road should be.

[Nearby residents: (In front of the main gate is just a mountain.) It's a blind spot. So it's stuck.] Since

there is no access road, we couldn't even install water and gas pipes that are usually laid under the road.

[Nearby residents: There is no water, no electricity, no gas, and it is just rotting.]

This complex was built by the Housing and Urban Guarantee Corporation under the Ministry of Land, Infrastructure and Transport, so-called Hug, as a rental housing for 1,950 households.

The problem of not having a road was pointed out from the beginning of the construction, but the construction was carried out as it was.

Surrounded by mountains on three sides, the temporary road used for construction is owned by a private developer and needs to be covered again.

If you pay the road, you have to buy the land and settle it, but an agreement was not reached until the construction was completed.

[Yongin City Hall official: The New Stay operator agreed with the Yeoksam Cooperative (private development project) to open this road (entrance) and complete the infrastructure by 6 months before moving in (Conditional approval was granted)]

Yongin,

who gave permission

The city hall said it was mediating, but said there was no way until the two sides finally reached an agreement.

Q. It's a rental apartment. Did public funds go into it?

[Reporter Han Sang-woo: Yes. A little over 500 billion won of hug money went into it. This money was taken out of the Housing City Fund, a collection of housing subscriptions and housing bonds.]

Q. 500 billion people's money, virtually neglected... How come this?

[Reporter Han Sang-woo: Yes. Now, as you saw in the report earlier, when this apartment is built, there is a private apartment development complex in front of the apartment complex. Yongin city gave permission and this private apartment complex also had to pay a road anyway, so it's a shared road. But now, this apartment complex has not been built yet and is a wasteland. So, in a private apartment complex, a road was built on our land, but the road is not being used, so why do we have to pay for it? The road doesn't exist now.]

Q. It

's

helpless because it's a rental apartment?

[Reporter Han Sang-woo: Yes.

If this project itself was a private sale, wouldn't it be directly related to money if the sale is delayed by one day?

The problem could have been resolved much sooner, but when I inquired about this hug, who paid more than 500 billion won, to get a position today, I got an answer in writing.

I got an answer in writing, but I am only now agreeing on how to pay for the road with a private apartment association, and I am estimating how much it will cost to build the road. I have to make a way.

It is highly probable that the large apartment complex will remain vacant for a while to go through this stage, from cutting this mountain to making a road, then getting permission to complete it, selling it, moving in, and going through this stage.]
