Data is collected monthly from businesses in the form of "survey forms", but the Ministry of Land, Infrastructure, Transport and Tourism submits survey forms for multiple months to the person in charge of prefectures at once after the deadline. However, since 2013, eight years ago, even for businesses that were late for the deadline, the order record was not set to zero and the estimated order amount was entered, so the estimated value and the actual order amount were double-counted. Was there.
