From "lowering down" to "raising standards", how do these urban talents settle down?

As our country enters the stage of high-quality development, the driving role of talents in economic development is crucial.

Since the beginning of this year, many cities across the country have successively introduced new policies for attracting talents, recruiting talents from settlement, housing, and welfare benefits.

Some popular cities have raised the standards of talent introduction while "lowering down" to attract talents.

Yao Kai, director of the Global Science and Innovation Talent Development Research Center of Fudan University, told CBN that, due to different urban resource endowments, regional talent policies also have their own priorities.

Measures such as shrinking the settlement standards in some areas are because when the population is introduced to a certain level, the quality of talents begins to be taken seriously.

  First-tier cities recruit talents

Shanghai, which has 6.75 million talents, continues to attract talents.

The latest move is that Shanghai has once again relaxed restrictions on settlement.

At the Shanghai Talent Work Conference held recently, Shanghai Municipal Party Committee Secretary Li Qiang pointed out that the construction of Shanghai's high-level talent pool must demonstrate an international talent orientation, build a world-class talent platform, implement a more open talent policy, and cultivate strategic talent. Strength, build a pyramid-shaped talent structure, and create a high-quality talent ecology.

On November 29, the Shanghai Student Affairs Center issued a notice stating that: from December 1 to December 31, 2021, it will "pilot employment in five new cities (Jiading, Qingpu, Songjiang, Fengxian, Nanhui, etc.) and the new free trade zone. The current (Shanghai) city's graduate students meet the basic requirements and can directly settle in the policy."

This means that all Shanghai graduates who are employed in Shanghai's five new cities and new areas of the Free Trade Zone do not need to be "scored", as long as they meet the basic requirements, they can directly settle down.

In fact, since November 2020, Shanghai has successively issued the "Notice on Optimizing the City's Residence Permit Transfer Policy for Permanent Resident Registration", "Implementation Rules for Returning Overseas Students to Apply for Shanghai Permanent Resident Registration", and "Shanghai Measures for Introducing Talents to Apply for Permanent Resident Registration in this City" .

Starting from December 1 of that year, a more lenient "residential transfer" policy, as well as the introduction of talents and returnees from studying abroad, will apply for permanent residence.

Shanghai’s "14th Five-Year Plan" proposes to strengthen the introduction of top talents, adopt an internationally accepted talent selection mechanism, deploy an internationally competitive career development platform, and accelerate the introduction of a group of scientists and leading talents with global appeal and international vision And innovation team.

Continue to organize the world's top scientists forum, build a scientific community, and attract top scientists to set up laboratories and carry out innovative research.

In recent years, Shenzhen, where the net inflow of talents has continued to grow, has also frequently shown big moves.

On November 22, Shenzhen Qianhai Administration issued a series of special support policies for the first time after the expansion, covering areas such as talent development, financial industry development, and office housing.

The newly released "Interim Measures for the Management of Special Funds for Supporting Talent Development in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" provides large subsidies, rewards and "nanny" to Hong Kong youth, talents in important fields, and high-level talents from provinces and cities. Serve.

For example, the implementation of "one person, one policy" for strategic scientists, and tailor-made "policy packages"; for leading science and technology talents and young science and technology talents, respectively, 3.24 million yuan and 2.16 million yuan will be given to talent awards, which are distributed continuously in 6 years on average; Selected into the Guangdong and Shenzhen high-level talent innovation and entrepreneurship teams, the leader will be awarded 10% of the project funding amount and a maximum of 2 million yuan, and the core members will be awarded 5% of the project funding amount and a maximum of 1 million yuan per person.

In order to give full play to the role of employers as the main body in attracting talents, the new policy also encourages market-oriented institutions to introduce and recommend the above-mentioned talents for the first time, with a maximum reward of 2 million yuan.

Cai Qi, secretary of the Beijing Municipal Party Committee and leader of the Municipal Party Committee’s Talent Work Leading Group, emphasized at the Beijing Municipal Party Committee’s Talent Work Conference held on November 15 that it is necessary to build a national strategic A high-level talent highland provides strategic support for my country's construction of an important talent center and innovation highland in the world.

In Yao Kai's view, Beijing, Shanghai and Shenzhen all have significant location advantages, but they also have their own characteristics.

For example, the functions of Beijing’s political center, cultural center, international exchange center, and technological innovation center have been gradually improved. In the coordinated development of the Beijing-Tianjin-Hebei urban agglomeration, Beijing will relieve its non-capital functions, give full play to the capital’s leading advantages, attract and gather high-end talents, and drive surrounding urban areas. Give full play to the role of the city in accordance with different functions, carrying capacity and location conditions, and optimize the allocation of regional talents.

Shanghai proposes to accelerate the construction of "five centers". As a key node in the integrated development of the G60 Science and Technology Innovation Corridor and the Yangtze River Delta, Shanghai should play a leading role.

"Shanghai has a pyramid-shaped talent structure, which means that talents at all levels are needed. Although the undergraduates of several schools have been allowed to settle, this time the settlement of graduate students is stronger. This can also alleviate the aging of Shanghai. Problem." he said.

The human resources trend report for the fourth quarter of 2021 released by the Liepin Big Data Research Institute shows that compared with Q2 2021 and Q3 2021, East China and South China have a higher intention of cross-regional inflow of talents; the Internet, biopharmaceuticals, computer software and other industries have cross-regional inflows. There is a high intention of talent inflow from the industry.

Specifically, affected by favorable policies in the Yangtze River Delta and Guangdong-Hong Kong-Macao urban agglomerations, a large number of new job opportunities have emerged in South China and East China, and they have also attracted more cross-regional talents. Affected by the repeated delays of the Guangdong epidemic, Q3 The inflow intention index in South China has been lower than that in Q2, and the mobility of talents has weakened; North China has been promoted by a series of favorable policies in the Beijing-Tianjin-Hebei region, and the inflow intention index in Q3 has increased.

  From quantity to quality

For the new first-tier city of Hangzhou, the share of net talent inflow has been positive and has gradually soared in recent years.

According to the data of the Seventh Census, the permanent resident population of Hangzhou has increased by 3,235,600 compared with the Sixth Census in 2010, ranking sixth in the country.

However, Hangzhou has raised the threshold for settlement this year.

In October, the Hangzhou Municipal Public Security Bureau issued the "Announcement on Adjusting the Settlement Policy for University Graduates in Hangzhou", which shows that starting from October 15, 2021 (inclusive), the settling policy will be adjusted to those with a bachelor degree or above in a full-time regular university (45 for undergraduates). Under one year old, excluding 45 years old; Master’s under 50 years old, excluding 50 years old), those who have a work unit in Hangzhou urban area and the employer normally pays social security can settle in Hangzhou urban area; full-time doctoral students in ordinary universities (under 55 years old) , Excluding 55 years old) degree holders, can enjoy the policy of "settling down first, getting employed later".

"Hangzhou Public Security" WeChat official account in response to a question from a netizen under a related article stated that after October 15th, specialties cannot be settled in accordance with the "talent introduction" approach, but they can also settle in other channels, such as settlement with points.

Prior to this, in May 2019, Hangzhou fully liberalized the conditions for talent settlement.

According to the Zhejiang Provincial Bureau of Statistics, the number of permanent residents in Hangzhou at the end of 2019 reached 10.36 million, an increase of 554,000 compared with 2018, and the increase that year ranked first in the country.

In addition to Hangzhou, Shenzhen also has new regulations on talent subsidies.

The Shenzhen Municipal Bureau of Human Resources and Social Security has previously announced that it has adjusted the existing talent subsidy policy: the newly introduced talents on and after September 1, 2021 will no longer be accepted for renting and living subsidies.

Prior to this, the standard for granting housing and living allowances for newly-introduced talents in Shenzhen was: one-time payment, 15,000 yuan per person for undergraduates, 25,000 yuan per person for masters, and 30,000 yuan per person for doctoral degrees.

In May of this year, the Shenzhen Municipal Development and Reform Commission issued the "Shenzhen Municipal Household Registration Regulations (Draft for Comment)", which proposed to adjust the bottom-line requirement for approved academic talents from full-time colleges to full-time undergraduates.

At the same time, the age of talent registration will be tightened: undergraduate students must not exceed 35 years of age, master students must not exceed 40 years of age, and doctoral students must not exceed 45 years of age.

"Take Shenzhen as an example. In the early days, it was necessary to attract young talents, so anyone with a college degree or above could settle in Shenzhen, but now it pays more attention to high-end talents, which raises the threshold for settlement." In Yao Kai's view, when the population of a city is imported to a certain extent Later, they will begin to pay attention to the quality of talents.

In the next stage of the talent competition, it is more important to focus on the ability to form a superior talent environment to allow excellent talents to come close to and from far away.

"At the same time, we need to pay attention to the siphon effect of talent in first-tier cities, and learn from the successful experience of foreign countries, such as the case of Tokyo Satellite City, to discuss how to avoid the siphon effect from the perspective of urban layout and pattern." Yao Kai said.
