At the macro level, build a national cold chain logistics backbone channel network that connects internal and external networks, and create a "321" cold chain logistics operation system with "three-level nodes, two major systems, and an integrated network".
Among them, "3" refers to improving the layout of the national backbone cold chain logistics base, strengthening the construction of the production and marketing cold chain distribution center, focusing on the "first kilometer" of the production area and the "last kilometer" of the city to form a three-level cold chain logistics node with efficient connection; "2" refers to the construction of two major cold chain logistics systems serving domestic production and sales, and international import and export; "1" refers to the construction of an integrated domestic and international cold chain logistics network with intensive facilities, efficient transportation, high-quality services, and safety and reliability.
At the industry level, innovate organizational models to improve the scale development and network operation of cold chain logistics.
The "Plan" proposes to build a batch of cold chain distribution centers in the production area, promote new models such as "mobile cold storage + distribution center (logistics park)", and improve the utilization efficiency of cold chain facilities in the production area and the level of post-production commercialization of agricultural products.
In cities, build a number of cold chain distribution centers for land sales, integrate functions such as circulation processing, regional distribution, and urban distribution, guide the concentration of existing cold chain facilities, and optimize the layout of urban cold chain facilities.
At the operational level, create a new two-way cold-chain logistics channel for consumer goods to promote farmers' income increase and consumption upgrade.
On the production side, develop new business models such as "platform enterprise + agricultural base", "fresh e-commerce + direct distribution from origin", unblock new channels for high-quality agricultural products, and promote cold chain benefits to farmers, brand-based agriculture, and characteristic rich farmers.
On the consumer side, promote the sinking of the cold chain logistics service network to small and medium-sized towns and rural areas with conditions, encourage supply and marketing cooperation, postal express, transportation, e-commerce and other enterprises to jointly build common cold chain logistics facilities, and open up high-quality fresh consumer products New channels for rural areas and villages to expand the supply of high-quality consumer goods such as fresh produce.
Scale expansion and quality improvement
In recent years, the scale of China's cold chain logistics market has grown rapidly. The construction of national backbone cold chain logistics bases and cold chain facilities in production areas and sales areas has been steadily advanced, and the level of cold chain equipment has been significantly improved.
As of last year, the scale of the cold chain logistics market exceeded 380 billion yuan, with a cold storage capacity of nearly 180 million cubic meters, and the number of refrigerated trucks was approximately 287,000.
The quality of development continues to improve.
A cold chain logistics service system integrating production area and sales area, integration of transportation and warehousing, and integration of logistics and industry has been preliminarily formed.
The service functions of cold chain logistics facilities continue to expand, and the ability to control the temperature of the entire chain and the traceability of the entire process continues to improve.

Cold chain logistics companies are accelerating their growth, the trend of network development is obvious, and the industry development ecology is constantly improving.
With increasing market concentration, a number of leading companies have formed in cold chain warehousing, transportation, distribution, equipment manufacturing and other fields, continuously extending supply chain service functions such as procurement, distribution, and information, and the ability to integrate resources and market competitiveness has been significantly improved.
Speed up making up for shortcomings and promote base construction
The "Plan" clarifies that by 2025, the low temperature treatment rate of meat, fruit and vegetable, and aquatic products will reach 85%, 30%, and 85% respectively.
However, the total amount of cold storage facilities in the production areas of China's agricultural products is insufficient, the geographical distribution is uneven, the commercial processing capacity is weak, and the backbone cold chain logistics network is not effectively connected, resulting in greater post-production losses of agricultural products.
Song Danyang, deputy director of the Department of Market and Information Technology of the Ministry of Agriculture and Rural Affairs, said that in order to solve this problem, a series of measures have been taken since last year.
This includes increasing financial support and launching pilot projects for the entire county.
"In the past two years, the low-temperature processing capacity and commercialization processing capacity of agricultural products have been significantly improved, and the supply of high-quality fresh agricultural products has been expanded." The "Plan" proposes that by 2025, about 100 national backbone cold chain logistics bases will be built.
Zhang Jiangbo said that currently the first batch of 17 national backbone cold chain logistics bases are steadily advancing.
