  After the grounding, the Civil Aviation Administration upholds the concept of zero tolerance for safety hazards and a high degree of responsibility for air transportation safety, and proposes three principles for resuming commercial operations, namely: aircraft design changes must be approved for airworthiness; pilots must be fully effective again. Training; the conclusions of the investigation of the two accidents must be clear, and the improvement measures must be effective.

  For more than two years, the Civil Aviation Administration has adhered to the bottom line of safety, strict airworthiness standards, and the three principles of resuming operations. It has maintained close technical cooperation and contact with the Federal Aviation Administration and Boeing to advance the airworthiness certification of the 737MAX8 aircraft in an orderly manner.

  In August this year, overcoming the impact of the epidemic, the Civil Aviation Administration organized Boeing to successfully carry out the 737MAX8 aircraft certification test flight in China.

After completing the relevant verification work, in accordance with legal procedures, the Civil Aviation Administration solicited public opinions on the airworthiness directive on November 11. After handling the public opinions, the airworthiness approval has been completed and the airworthiness directive was issued on December 2.
