[Site·I'm Thinking] How to break the predicament of using electric bicycles

Zhang Weijie, "Workers' Daily" (version 05 on December 01, 2021)

Today, electric bicycles have become an important means of transportation in people's daily lives.

Statistics show that my country’s annual sales of electric bicycles have exceeded 30 million, and the number of electric two-wheel and three-wheel bicycles has exceeded 300 million.

However, when using this economical and convenient means of transportation, many people have encountered the dilemma of prohibiting going upstairs and roads.

It is better to understand that electric bicycles cannot go upstairs. The "Regulations on Fire Safety Management of High-rise Civil Buildings" implemented on August 1 this year has clear requirements. It is dangerous for electric bicycles to go upstairs and charge at home. It is illegal to enter the home.

The rules are there, how are they implemented?

Some places are already actively exploring-some media reports show that in the Luhuitou resettlement area in Sanya, Hainan, residents only need to push electric bicycles to enter the elevator, the elevator doors cannot be closed, and the car will send out "Electric vehicles are prohibited to enter the elevator, please "Exit now" voice prompt, thus successfully blocking the electric car downstairs.

I still remember that for a while, neighbors often charged their electric bicycles in the corridor. Every time I saw the charging cable pulled out, I was worried, and sometimes I couldn't even sleep at ease.

This summer, before the implementation of the "Regulations on Fire Safety Management of High-Rise Civil Buildings", the community where I live has installed charging piles, and the property has begun to strictly control electric bicycles upstairs and entering homes. Residents in the community no longer need to charge their cars at home.

Such a subtle change made me feel the power of a combination of dredging and blocking governance.

Of course, not all communities and units can provide safe charging facilities and services while prohibiting electric bicycles from going upstairs.

After the implementation of the new regulations, only in Beijing, some communities have not installed charging facilities so far, and residents still have to carry their batteries home to charge; some communities have few and far away charging facilities and are rarely used by people...

In addition to the problems of going upstairs and charging, getting on the road is also a problem that cannot be avoided by electric bicycles.

In October 2018, the "new national standard" for electric bicycles was introduced. Electric bicycles that meet this standard must have a speed of less than 25 kilometers per hour, a weight of no more than 55 kg, a battery voltage of no more than 48 volts, and a pedal riding device.

Since then, various places have drawn up a timetable for the elimination of excessive electric bicycles.

Today, the three-year transition period is coming to an end in many places.

According to media reports, after December 31 this year, in Zhengzhou, Henan alone, more than 2 million yellow-licensed electric bicycles will be banned from the roads.

Recently, there are still local businesses selling electric bicycles that exceed the standard. "Long battery life and fast running" has even become a marketing gimmick.

Cars that do not meet the "new national standard" can be easily bought, and cars that meet the "new national standard" can easily be modified. If so, the actual effects and significance of the so-called restrictions and bans may be greatly reduced.

A person in charge of the relevant department pointed out: Why do some cities have a large number of electric bicycles that exceed the standard when they are approaching the elimination period?

It is not only the use link, but also the production and sales link.

There are many hidden dangers for electric bicycles going upstairs and charging at home, and the modification of batteries that exceed the standard before the introduction of the "new national standard" is an important cause of fire accidents caused by electric bicycles.

What is regulated must be regulated, and what should be banned must be banned, but it may be difficult to solve the problem fundamentally if it is only blocked.

When there is nowhere to buy modified cars, and the "new national standard" cars cannot be modified, those electric bicycles that are fast on the road may gradually disappear.

It is easy to buy and difficult to use. Is the plight of electric bicycles really unsolvable?

Urban traffic travel experience and transportation experience are important parameters of residents’ happiness index and a livelihood issue. Electric bicycles are a good carrier for people to practice environmental protection concepts such as green and low-carbon travel.

It is foreseeable that with the advantages of environmental protection, convenience and economy, electric bicycles will continue to be favored by the majority of people.

How to "turn arrogance into jade", make this mode of transportation better use its strengths and avoid its weaknesses, enable the public to gain a safer and more comfortable user experience, and make public safety and order more secure is a realistic test question faced by many local social governance.

I hope everyone can give a satisfactory answer.
