  Xie Shaofeng, Director of the Information Technology Development Department of the Ministry of Industry and Information Technology, introduced at the press conference that day, during the "13th Five-Year Plan" period, China's big data industry started rapidly.   The "Plan" puts forward the overall goal of the "14th Five-Year Plan" period, that is, by 2025, the estimated scale of China's big data industry will exceed 3 trillion yuan, with an average annual compound growth rate of about 25%, strong innovation, high added value, and independence. A controllable modern big data industry system has basically taken shape.

  Data has become a production factor, and the flow of data drives the flow of technology, material, talent, and capital.

The value of data lies in the fact that multi-dimensional, multi-domain data reveals the laws that single data cannot display.

  Since the "13th Five-Year Plan", 8 national big data comprehensive test areas including Beijing-Tianjin-Hebei, Shanghai, and Guizhou have taken the lead and established 11 national new-type industrialized industrial demonstration bases in the big data field, which has strongly promoted the agglomeration of big data industries. The demonstration effect of industry agglomeration has been significantly enhanced.

  At present, China is accelerating the cultivation of the data element market and promoting the release of the value of data elements.

Guangdong, Jiangsu and other places took the lead in exploring market-oriented allocation of data elements.

Shenzhen, Shanghai, Guizhou and other places have issued data regulations one after another.

In March of this year, Beijing established an international big data exchange.

Last week, the Shanghai Data Exchange also officially unveiled.

  The "Plan" puts forward key tasks in six aspects: accelerating the cultivation of the data element market, taking advantage of the characteristics of big data, consolidating the foundation for industrial development, building a stable and efficient industrial chain, building a prosperous and orderly industrial ecology, and strengthening the defense line of data security.

  Xie Shaofeng said that the chief data officer system will be promoted during the "14th Five-Year Plan" period.

This year, Jiangsu and other places have taken the lead in launching pilot projects and gained certain experience.
