The Ministry of Finance is considering strengthening surveillance, such as requiring exchange companies to confirm whether it is a fraudulent transaction so that cryptographic assets such as "bitcoin" will not be misused to raise funds for terrorist organizations.

Regarding crypto assets, a panel of UN Security Council experts pointed out that North Korea is suspected of illegally obtaining more than $ 300 million in cyber attacks and devoting it to nuclear and missile development, as well as terrorism. It is also said to be used for illegal financing of organizations.



For this reason, the Treasury, which monitors overseas remittances, has decided to strengthen its scrutiny to prevent crypto assets from being misused for such financing.



Specifically,


▼ In addition to making it possible to freeze cryptographic assets such as terrorist organizations that are subject to UN sanctions in the same way as bank deposits,


▼ Is the customer's remittance destination subject to sanctions to the cryptographic asset exchange company? We are considering requiring confirmation of whether or not, and


▼ the Ministry of Finance will check the measures of the exchange company and make it possible to issue recommendations and orders if there are any deficiencies.



The FATF, an international organization that examines the systems of financial institutions and supervisors in each country, is calling on Japan to tighten restrictions on the trading of cryptographic assets by terrorist organizations, and the Ministry of Finance will revise related laws in the future.
