In recent years, with the rapid development of China's industry, a large amount of industrial waste has also been brought in, of which bulk industrial solid waste, as the main waste, has generated more than 3.5 billion tons.
Faced with the huge output of bulk industrial solid waste, China has also promulgated a number of policies to promote the development of the comprehensive utilization of bulk industrial solid waste industry and realize the resource recovery and comprehensive utilization of key bulk industrial solid waste.
The "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste", which the industry calls "the most stringent in history", came into effect on September 1, 2020. License" requirements.
The relevant person in charge of the Environmental Assessment Department of the Ministry of Ecology and Environment said in an interview with reporters in Beijing on the 15th that unlike air pollutants and water pollutants, industrial solid waste is not allowed to be discharged. The production, storage, utilization, disposal, whereabouts and other links are included in the pollution discharge permit, and the environmental management requirements of the pollutant discharge unit and solid waste facilities are clarified. The environmental management ledger and the implementation report can be traced and the compliance status of industrial solid waste can be inquired. Realize the whole process control of industrial solid waste generated by pollutant discharge units.
The person in charge stated that the issuance and implementation of the "Technical Specifications" will forcefully promote the implementation of the "one-license" management of pollutant discharge permits for fixed pollution sources with multiple environmental factors, ensure the orderly implementation of industrial solid wastes into the pollutant discharge permits, and organically link existing industrial solid wastes. The environmental management system supports the establishment of a fixed pollution source supervision system with the pollution discharge permit system as the core.
At the same time, promote the implementation of the main responsibility of corporate environmental management, strengthen the law enforcement of solid waste supervision and management, and improve the efficiency of solid waste environmental management.
