China has successively established inter-governmental energy cooperation mechanisms with more than 90 countries and regions, established cooperative relations with more than 30 energy-related international organizations and multilateral mechanisms, signed more than 100 energy cooperation agreements, and developed cooperation with 10 countries and regions. The bilateral energy cooperation plan was established.
As one of the provinces with the most active system and mechanism, the highest degree of openness, the fastest economic development, and the highest per capita income in China, Zhejiang has always been among the top in the country in terms of energy consumption capacity and level of oil and gas.

New developments have been achieved in fuel oil refueling, petroleum refining capabilities, LNG receiving scale, and oil product storage capabilities, and their influence and popularity in the world's oil and gas field have also increased.
In a green, low-carbon, and sustainable development environment, it has become a reality to build a clean, low-carbon, safe and efficient energy system and accelerate the realization of the safe transformation and upgrading of the oil and gas industry chain.
