In his opinion, such a measure could be the practice of opening bank accounts for newborn citizens with the subsequent accrual of certain funds from the federal budget to them, which young people can use upon reaching the age of 18.

“As a mechanism, we propose to fix at the legislative level the practice of annually transferring funds to the Fund for Future Generations in the amount of 10% of the mineral extraction tax (MET), of which each newborn will receive 100 thousand rubles to his account,” the statement says. handling.

The funds remaining after payments to newborns are proposed to be evenly distributed annually among minor citizens until they reach the age of majority.

Petunin added that a similar practice of supporting new generations operates in a number of oil-producing countries, and the implementation of this idea in Russia will increase parents' confidence in the secure future of their children and will be a good incentive to increase the birth rate in the country.

According to the Ministry of Finance of Russia, in 2018 and 2019, the collection of mineral extraction tax amounted to approximately 6 trillion rubles.

In 2020, the collection of this type of tax was reduced to 3.8 trillion rubles.

At the same time, in the first ten months of 2021, the collection of MET in Russia amounted to more than 5.5 trillion rubles.
