During the day, Russian banks received from business more than 5.5 thousand applications for soft loans totaling 23.7 billion rubles.

“Banks on November 1 began to conclude credit agreements.

We see a fairly active involvement of credit institutions: some of them began to announce the program and collect business applications in advance - from October 25, ”the ministry's press service quotes TASS.

Recall that at the end of October, the Russian government announced the resumption of the program of concessional loans for business "FOT 3.0".

So, from November 1 to December 30, 2021, companies and entrepreneurs from the most affected sectors of the economy can get a loan at a preferential rate of 3% per annum.

As Prime Minister Mikhail Mishustin noted earlier, the main goal of the initiative is to preserve the employment and operational activities of organizations during the period of quarantine restrictions.

In this regard, it is assumed that the company's loan funds received on preferential terms will be used to pay salaries to employees, as well as to pay rent and tax payments.

The amount of the loan depends on the number of employees of the enterprise and is calculated based on one minimum wage (about 12.8 thousand rubles in 2021) for each employee for 12 months.

At the same time, the total loan amount should not exceed 300 million rubles.

The loan itself is 75% secured by guarantees of the state corporation VEB.RF, and the companies can issue a loan for six months.

“It is important that in the first six months you can pay nothing - neither interest nor principal, and then repay the loan in equal installments within 12 months,” noted Mikhail Mishustin.

Note that a loan can be issued only if the organization has previously participated in the preferential programs "FOT 2.0" and "FOT 3.0" or was created from July 1, 2020 to July 1, 2021.

At the same time, the main condition for obtaining a loan is to maintain the number of employees at a level not lower than 90% of the state.

The authorities will monitor this indicator through data from the Federal Tax Service (FTS).

“We see that businesses have begun to actively apply for loans, because last year, against the backdrop of serious restrictive measures, this very instrument allowed enterprises of different industries to withstand. According to the idea of ​​the authorities, the support is intended for cinemas, museums, zoos, sports organizations and fitness centers, sanatoriums, travel agencies, hotels and catering establishments.

Also, companies from the field of recreation, leisure and entertainment can count on preferential loans.

In addition, dentistry, dry cleaners, hairdressers and beauty salons, additional education, computer repair and childcare services were added to the updated program.

Compensation for losses

As calculated by the government, as a result of the introduction of restrictive measures, the turnover of Russian business is decreasing by 25-30% every day.

As a result, companies lose about 4 billion rubles a day in total, and a two-week non-working day can lead to losses of enterprises in the amount of about 60 billion. This was previously stated at a meeting with the President by First Deputy Prime Minister Andrei Belousov.

In the current environment, the provision of loans at a reduced rate allows companies to partially compensate for financial losses, so the demand for concessional loans will continue to grow in the near future.

This point of view in an interview with RT was expressed by Georgy Ostapkovich, director of the Center for Market Research at the Institute for Statistical Studies and Economics of Knowledge at the Higher School of Economics.

“Business is in a zone of uncertainty.

Now no one knows how the pandemic route will behave in the future - neither the authorities nor the doctors.

At the same time, any business interruption is a loss for entrepreneurs and companies.

Therefore, businesses will continue to apply to compensate for losses.

Moreover, the state has promised to help, ”added Ostapkovich.

In total, the Russian government allocated 20 billion rubles for the implementation of the program of concessional loans.

However, in the future, funding for the initiative may be further increased, Pavel Sigal does not rule out.

“Most likely, the high demand for these loans will lead to a revision of the program parameters by the state - the amount may be increased.

At least this is exactly what happened in 2020, when the amount of funds for the program was allocated more than once due to the increased demand from the business side, ”the specialist recalled.

According to him, the current moratorium on business inspections should provide additional support to enterprises.

Recall that the authorities approved the corresponding initiative back in 2020.

In the future, it was decided to extend the moratorium to 2021, and later to 2022.

“Since the business takes a lot of money, time and personnel for these events, it was decided not to carry out inspections.

Now enterprises need to fully restore their turnover, return to the previous level of revenue and profit.

And inspections become additional stress, which is why a moratorium was introduced, ”Pavel Sigal emphasized.
