The center integrates the relevant business windows of the customs, science and technology, and public security departments, and for the first time in China, it has realized the "one-window" acceptance of international travel health inspection certificates, work permits, and residence permits required for foreigners to come to China.

  Before the "three windows in one", foreigners to work in Changsha need to go to the Hunan International Travel and Health Care Center under Changsha Customs, the Changsha Science and Technology Bureau, and the Population and Entry and Exit Reception Hall of the Changsha Public Security Bureau to go through 6 approval procedures. It takes 30 working days to complete the international travel health check certificate, work permit, and residence permit.

  After the establishment of the one-stop service center for foreigners working in China, the space distance of nearly 40 kilometers between the windows has been broken, and the relevant approvals have been processed in one stop, and the approval process has been reduced by about 50%.

At the same time, the center further optimized the work procedures, simplified the work process, unified the production of manuals such as "Working Guide" and "Practical Strategy", adopted online appointments, online processing, etc., and the approval time limit was reduced from the original 30 working days to the fastest 10 Working day.

  The Hunan Provincial Department of Commerce stated that the establishment of a one-stop service center for foreigners working in China will provide high-quality, convenient and efficient “one-stop” services for foreign talents who come to Hunan Pilot Free Trade Zone to innovate and start businesses.

  In the next step, the Hunan Pilot Free Trade Zone will continue to explore the in-depth integration of processing procedures of various departments and the construction of information platforms, and explore ways and bridges to further promote the "three windows into one" and even the "three certificates into one".
