This is the second time since 2011 that China has released a white paper on China's response to climate change from the national level.

  The white paper introduces China's initiatives to tackle climate change and promote global climate governance.

The full text of the white paper is about 19,000 words and consists of three parts: the foreword, the main body and the conclusion.

The text consists of four parts, namely: China's new concept of climate change, implementation of a national strategy to actively respond to climate change, China's historic changes in response to climate change, and jointly building a fair, reasonable, and win-win global climate governance system.

  The white paper introduced that China implements a national strategy to actively respond to climate change.

Continuously improve the efforts to deal with climate change, strengthen the independent contribution target, and accelerate the establishment of a carbon peak and carbon neutral "1+N" policy system.

Resolutely follow the path of green and low-carbon development, implement coordinated pollution reduction and carbon reduction, and actively explore new models of low-carbon development.

Intensify the control of greenhouse gas emissions, effectively control the greenhouse gas emissions of key industrial sectors, promote green and low-carbon development in urban and rural construction and construction, build a green and low-carbon transportation system, and continue to improve the capacity of ecological carbon sinks.

Give full play to the role of the market mechanism, continue to promote the construction of the national carbon market, and establish a voluntary greenhouse gas emission reduction trading mechanism.

  The white paper says that China’s response to climate change has undergone historic changes.

While the economy and society continue to develop healthily, the intensity of carbon emissions has dropped significantly.

The energy production and consumption revolution has achieved remarkable results. Non-fossil energy has developed rapidly, energy consumption intensity has been significantly reduced, and the energy consumption structure has accelerated the transformation of clean and low-carbon energy.

Continue to promote green and low-carbon industries and green and low-carbon industrialization.

  Ye Min, deputy minister of the Ministry of Ecology and Environment, said at a press conference of the State Council Information Office that the Chinese government is actively and constructively participating in global climate governance.
