　　The guide points out that this guide is applicable to the collection or use of price information of goods and services in the People's Republic of China to compile, publish, operate, and maintain price indices, or price index behaviors that have a significant impact on the goods and service markets in the People's Republic of China.

　　The guidelines make it clear that the competent price department can select some important commodity and service price indices to evaluate and review related behaviors according to work needs; for price indices that have strong social responses and frequent reports from the public, they should promptly conduct evaluation and review.

The price index of goods and services that reflect the national or regional market conditions or have an important impact on the national or regional market shall be evaluated and reviewed by the price authority of the State Council or entrusted by the provincial price authority; (1) The price index behavior of goods and services in the market conditions in the municipality directly under the Central Government shall be evaluated and reviewed by the provincial price authority.

If non-compliance or violations are not found after evaluation and review, a conclusion of "compliance" shall be made; if non-compliance or violations are found, list one by one, and make "non-compliance", "obviously non-compliance", " Serious violations” and other conclusions.

If the rectification is not completed on time, the price index actors shall be interviewed, publicly exposed when necessary, and relevant price index release activities shall be suspended at the same time. Index release activities may not continue until the rectification is completed and the rectification requirements are met after review.

　　For obvious non-compliance, immediately suspend the release activities of the relevant price index, and interview relevant price index actors, order them to complete the rectification within a time limit and submit a rectification report in accordance with the provisions of the Measures.

The index release activity can be carried out only after the review meets the rectification requirements.

　　For serious violations, immediately suspend the release of the relevant price index, and order the relevant price index actors to complete the rectification within a time limit in accordance with the "Measures", and submit a rectification report. 　　The guide emphasizes that for price index actors that are obviously non-compliant or severely violating, if they fail to complete rectification on time, information on their apparently non-compliant or severely violating price index actors will be included in the credit files of the corresponding price index actors and included in the national credit information sharing The platform was publicly exposed through the "Credit China" website in accordance with laws and regulations.

For suspected violations of the law, the relevant information and clues shall be transferred to the competent authority to investigate the legal responsibility of the relevant price index actors in accordance with the law.
