Chengdu accelerates the construction of an army of knowledge-based, skill-based and innovative industrial workers-cultivating craftsman spirit to serve industrial talents

Not long ago, the 7th National Workers' Vocational Skills Competition was held in Chengdu, Sichuan Province. About 540 contestants from 32 teams across the country participated.

As the country's first comprehensive pilot city for the reform of industrial worker team construction in the new era, Chengdu has guided the vast number of industrial workers to study technology, cultivate excellent skills, and accelerate the construction of an army of knowledge-based, skilled, and innovative industrial workers.

In recent years, Chengdu has successively promulgated and implemented policy documents and innovative measures such as the "Opinions on the Reform of the Construction of the Industrial Worker Team".

In 2020, Chengdu will be included in the nation's first batch of pilot cities for the reform of industrial workers in the new era. Taking this opportunity, Chengdu will insist on piloting first, strengthen coordinated efforts, and steadily promote the implementation of 15 pilot reform measures.

The rapid development of the industry requires a large number of industrial talents.

Especially in the two fields of electronic information and equipment manufacturing, Chengdu has a solid industrial foundation and broad development prospects.

Last year, the scale of Chengdu's electronic information industry broke through the trillion-level mark for the first time. As another trillion-level industrial cluster in Chengdu, the equipment manufacturing industry has gathered key industries such as automobiles, aerospace, rail transit, energy and environmental protection, and intelligent manufacturing.

In these two trillion-level industrial clusters, a large number of outstanding industrial workers and innovative teams have gathered.

High-skilled talents are the core support for industrial transformation and upgrading.

While the industry is developing, Chengdu has taken a number of measures to expand the development space of industrial workers.

“We have carried out the skills competition for one million employees and free skills training for 10,000 employees for 18 consecutive years, and continue to consolidate the foundation of skilled talents in Chengdu.” said Luo Chen, director of the Chengdu Labor and Skills Competition Service Center. Established the craftsman online service platform "Chengdu Craftsman College" and the offline training platform "Chengdu Craftsman Public Training Base", created 190 municipal model workers and "craftsman innovation studios", and continuously improved the skill level of craftsman talents and industrial workers , Plans to train 500 craftsmen in three years, and then drive a group of industrial workers to upgrade their skills, advanced craftsmen, by 2023 to cultivate more than 3,000 "Chengdu Craftsmen", each district (city) reached 7,000.

Twenty years ago, Yang Haidong came to Chengdu from other places to repair the main body of aero-engines. According to the "Ten Policies and Measures for Courtesy "Chengdu Craftsmen"" recently issued by Chengdu, he will enjoy setting up in Chengdu after being awarded the first "Chengdu Craftsmen". Preferential policies for children to enter the kindergarten, convenient medical services, and convenient transportation are also an innovative measure in Chengdu that closely follows the needs of the entire life cycle of industrial talent development and continuously improves the public service system.

According to reports, Chengdu has started construction of 88,000 apartments for talents and supporting housing in the industrial park, covering an area of 15.86 million square meters, and has built a housing security system for industrial workers that integrates "rental, sale, and subsidy".

In 2020, Chengdu will start construction of 138 basic public service facilities in the industrial function zone, adjust 216 customized industrial park bus lines, and basically form a "15-minute public service circle" for industrial workers.

At present, the total number of skilled personnel among industrial workers in Chengdu is 2.345 million, and the number of new occupations is 637,000, ranking third in the country. A total of 6,155 outstanding workers have been rated as national, provincial and municipal model workers.
