As an important part of carbon emission reduction in cities, regions and industries—

How to achieve the "dual carbon" goal of the industrial park

  Our reporter Wang Yichen

Industrial parks are the main carriers of industrial development, and park enterprises are usually large energy users.

The proposal of the "dual-carbon" target puts forward new requirements for the low-carbon development of industrial parks.

In July this year, the "14th Five-Year Plan for Circular Economy Development" issued by the National Development and Reform Commission pointed out that enterprises in the park should be organized to implement cleaner production transformation.

Actively utilize waste heat and pressure resources, promote the application of integrated heat and power, distributed energy and photovoltaic energy storage systems, and promote the cascade utilization of energy.

He Kebin, academician of the Chinese Academy of Engineering and professor of the School of Environment of Tsinghua University, said at the 2021 China Eco-Environment Industry Summit Forum that industrial parks peak carbon and carbon neutrality is an important part of carbon emission reduction in cities, regions, and industries. Industrial parks are responding to climate change. The role is important, and we should actively face the "dual carbon" task.

How to achieve low-carbon development in industrial parks?

How does the energy transformation of the park help achieve the "dual carbon" goal?

How can companies benefit from it?

Regarding the above issues, the reporter recently interviewed relevant park and industry experts.

Various forms of cleaner production transformation

"We have been paying attention to'photovoltaic + energy storage' for many years." Zhai Sunhua, deputy technical director of Zhejiang Guanglong Energy Technology Co., Ltd., said that as an investor, they installed capacity on the roof of Hejin Electronics Technology Co., Ltd. in Jianshan New District, Haining, Zhejiang. The 800-kilowatt photovoltaic power generation device is equipped with a 100-kilowatt/276-kilowatt-hour energy storage system. This is the first user-side "photovoltaic + energy storage" project in Zhejiang Province.

With the popularization of distributed power stations, the surplus power grid load in some areas of the country has reached the upper limit, making it difficult for some new energy projects such as photovoltaics to be connected to the grid. However, through supporting energy storage, staggered peak absorption or staggered access , Will reduce the pressure on the operation of the power grid, and will also be able to better develop new energy projects.

As early as March this year, Haining City, Zhejiang Province, established the country’s first “source-network-load-storage integration” demonstration zone in Jianshan New District. 10% of the installed capacity of the project is equipped with energy storage.

After the establishment of the demonstration zone, more and more enterprises in the zone have used clean energy.

"Photovoltaic + energy storage" is only one of the ways for enterprises in the park to implement clean production transformation. After the release of the "dual carbon" target, local parks have actively carried out low-carbon production practices based on their own characteristics.

Jiangsu Zhangjiagang Economic and Technological Development Zone has established a power demand side management platform, with a total of more than 270 companies going online; actively promote the use of new energy and the development of the energy Internet, invest 8 billion yuan in the park to build photovoltaic power stations in the park, and simultaneously create fuel cell combined heat and power supply The self-supporting system maximizes the efficiency of comprehensive energy utilization.

Shandong Wanhua Yantai Industrial Park has set up an energy management system project team to build an energy management platform, and 80% of the electrical equipment realizes electrical energy monitoring.

Use the energy management system to control the real-time power distribution of the park and the load of key equipment, analyze the energy loss of each device under different operating modes, and summarize the correlation between energy loss and process conditions, equipment operation methods, and operating parameters. The annual electricity saving can be 15.293 million KWh, saving 10.858 million yuan.

  Promote energy digital transformation

With the introduction of the "dual carbon" goal and the in-depth advancement of the power market reform, the implementation of cleaner production transformation and improvement of energy efficiency have become a must-answer question in front of enterprises.

"The price of energy and electricity directly affects the production cost of enterprises. Under the existing electricity price formation mechanism, enterprises are becoming more and more sensitive to energy costs. At the same time, the requirements of green development force enterprises to think about how to improve energy efficiency." Yang Di, the head of the power demand side management promotion center in the field, said.

Economic benefit is the main factor in a company's investment decision-making.

Zhai Sunhua said that from the perspective of enterprises, as the subsidy of distributed photovoltaic power generation declines, the revenue of photovoltaic power plants has been greatly reduced. It can dilute the business, operation and maintenance costs of the power station.

As the user, Li Xuemin, general manager of Zhejiang Haining Hejin Electronic Technology Co., Ltd., cares about more than price.

"Price is on the one hand, and more importantly, power quality, and'photovoltaic + energy storage' can be used as a substitute and continuous guarantee for existing electrical energy." According to his research, their company's rooftop photovoltaic generates nearly 80,000 kilowatt-hours per month. According to the calculation of 15% off the grid electricity price, it can save 9,000 yuan to 10,000 yuan a month.

In addition, the “photovoltaic + energy storage” combination has lower electricity costs for enterprises, and more importantly, it can continue to supply power for a certain period of time after a power outage, which plays a role in uninterrupted electricity consumption.

"The smartness of the park must first realize the smartness of energy." Yang Di believes that the significance of the clean production transformation of enterprises in the park is far more than that of saving electricity. Through digital energy management, the process of energy production and consumption can be visualized and quantified. Data analysis can improve product quality and industrial transformation and upgrading in a targeted manner.

In April of this year, Zhangjiang Pinghu Park Energy Data Governance Laboratory, jointly constructed by Zhejiang Pinghu Power Supply Company and Zhangjiang Yangtze River Delta Science and Technology City Pinghu Park Management Committee, was established to explore the development of cross-provincial and municipal integrated park-level energy data governance in the Yangtze River Delta region. .

The laboratory integrates energy data, government affairs data, and business operation data, and conducts energy data technology research and energy digital product incubation through quantitative analysis and modeling, and promotes low-carbon and digital transformation and upgrading of the park.

"According to the current carbon emission situation of Zhangjiang Pinghu Park, the system predicts that the park will achieve carbon peaks in 2030." Wu Jia, director of the marketing department of Pinghu Power Supply Company, told reporters. Energy storage power stations and other adjustments to the energy use structure are expected to reduce carbon dioxide emissions by 670.9 tons each year, achieving carbon peaks three years ahead of schedule."

Building a new integrated energy system

The energy consumption of China's industrial sector has always accounted for about 70% of total energy consumption, and the industrial sector is also the main source of carbon emissions.

"Targeted implementation of carbon emission reductions in the industrial sector is very important to the realization of the'dual carbon' goal. Green manufacturing and remanufacturing are based on the principles of reduction, reuse, and recycling to promote the industrial sector to achieve a circular economy. On the one hand, the circular economy covering the industrial sector can effectively reduce carbon emissions, thereby contributing to carbon peak and carbon neutrality.” said Lin Boqiang, dean of the China Energy Policy Research Institute at Xiamen University.

This requires that during the "14th Five-Year Plan" period, the enterprises in the park implement clean production transformation and the integration of green and low-carbon direction.

Starting with electricity to improve energy efficiency, on the one hand, we must continue to promote power conservation on the demand side, stop waste, reduce power consumption, and promote energy conservation and emission reduction in the power use link; on the other hand, we must promote the consumption and utilization of renewable energy on the demand side. , To promote a win-win demand response and renewable energy power consumption synergy model, and encourage the innovation of new clean energy business models such as green energy certification, green currency, and green certificates.

On this basis, the park should also be encouraged to develop in the direction of integrated energy services and build a new type of integrated energy system.

"Comprehensive energy service is a new type of energy service method that meets the diversified energy production and consumption of end customers." Yang Di suggested that one is to encourage energy companies, manufacturing companies, and information service companies to carry out cross-border integration and build smart energy services The platform uses market-oriented operation mechanisms to attract participating entities to play an active role in demand-side management.

Second, through the construction of a comprehensive energy system, the technical barriers, institutional barriers, and market barriers among various energy subsystems such as electricity, heat, and gas will be broken down, and multiple energy sources will be complemented and mutually aided and coordinated and optimized by multiple systems, and on the basis of ensuring energy security. Promote energy efficiency improvement and new energy consumption.

In addition, the combination of energy production and consumption and digital technology can also collide with unexpected sparks.

Experts said that to promote the development of digital energy transformation, it is necessary to focus on the construction of the energy Internet and promote modern information technologies such as "cloud, large, physical, mobile, and intelligent" and advanced communication technologies in system operation control and end-user integrated energy services. The application of energy information promotes the two-way flow and open sharing of energy information, and realizes the flexible aggregation of various resources, intelligent decision-making for system operation, and convenient and efficient energy use by users.
