In the first three quarters, the agricultural and rural economy performed well in general

The increase in autumn grain production is a foregone conclusion (authoritative release)

On October 20, the State Council Information Office held a press conference to introduce the operation of the agricultural and rural economy in the first three quarters.

Zeng Yande, Chief Agronomist and Director of the Development Planning Department of the Ministry of Agriculture and Rural Affairs, said at the meeting that, in general, there will be another bumper harvest of grain this year. Strong support.

Since the beginning of this year, the seasons have continued, the stubble has been tightened, and grain production has been closely promoted.

At present, summer grains and early rice have been harvested, and the total output has increased by 7.4 billion jin. The autumn harvest has progressed by nearly 80%. The increase in autumn grain production is a foregone conclusion. The annual grain output will hit a record high again, staying above 1.3 trillion jin for seven consecutive years.

Pan Wenbo, director of the Planting Management Department of the Ministry of Agriculture and Rural Affairs, said that the continuous autumn rain caused the slowdown of the autumn harvest and the increase in costs.

However, the impact of continuous rain and rain on production is generally limited, and the output of autumn crops across the country is still increasing.

As of October 19, the national winter wheat planting progress was 26%, 27% slower than normal.

However, due to the long growth period of wheat and large production leeway, there is still hope for a bumper harvest.

Due to the superimposed influence of various external factors, the price of agricultural materials has risen significantly since spring plowing this year.

How to protect farmers' enthusiasm for growing grain?

Tang Ke, Director of the Department of Market and Information Technology of the Ministry of Agriculture and Rural Affairs, said that, mainly by strengthening the tracking and analysis of the fertilizer market situation, actively promoting the guarantee of the supply of fertilizer production factors, increasing the utilization rate of enterprise production capacity, strengthening the role of reserve regulation, smoothing the transportation and distribution of fertilizers, and maintaining market circulation. Order, and vigorously promote the reduction of fertilizer application and increase efficiency.

Not long ago, the minimum purchase price of wheat in 2022 has been announced, which is 1.15 yuan per catty, an increase of 2 cents over the previous year. This also gives grain farmers a "reassurance."

The key to ensuring food security lies in seeds and cultivated land.

According to Zeng Yande, in the first three quarters, good progress has been made in both tasks.

——The revitalization of the seed industry has started steadily.

This year, the Ministry of Agriculture and Rural Affairs has researched and formulated an action plan for the revitalization of the seed industry, focusing on the implementation of five specific actions: resource protection, innovation research, enterprise support, base upgrade, and market purification.

The census of germplasm resources has been fully launched. As of the end of September this year, 17,000 new crop resources have been collected; innovation in breeding has been promoted in an all-round way, and a new round of livestock and poultry genetic improvement plans have been issued and implemented.

——The construction and protection of cultivated land quality continued to be strengthened.

A new round of high-standard farmland construction planning was implemented. From January to September, about 96.17 million mu of high-standard farmland has been completed and under construction.

Implement the national black land protection project, complete 72 million acres of black land in Northeast China, build 200 degraded farmland contiguous control demonstration areas, and carry out comprehensive treatment of 2.8 million acres.

In the first three quarters of this year, the income of farmers achieved rapid growth.

The per capita disposable income of rural residents reached 13,726 yuan, an actual increase of 11.2% after deducting price factors, which was 2.5 percentage points higher than the growth rate of urban residents’ income.

The total number of migrant workers and income levels in rural areas achieved both growth. The total number of migrant laborers reached 183 million, a year-on-year increase of 2%, and the average monthly income reached 4454 yuan, a year-on-year increase of 10.4%.

This year is the first year for the consolidation and expansion of poverty alleviation achievements and the effective connection of rural revitalization. Preventing large-scale poverty return is a bottom-line task of the agricultural and rural areas and rural revitalization departments.

Since the beginning of this year, characteristic industries in poverty-stricken areas have developed steadily, and the employment situation of poverty-stricken laborers has been good. 31.03 million people out of poverty have been promoted to work outside. The income growth rate of poverty-stricken people has continued to be higher than the national rural average.
