The outline proposes to strengthen the driving role of the central cities of Chongqing and Chengdu, promote the formation of a bi-city economic circle with strength and characteristics in the Chengdu-Chongqing region, and create an important growth pole and new source of power to drive high-quality development across the country.
The scope of the Chengdu-Chongqing dual-city economic circle is not limited to Chengdu and Chongqing.
The outline points out that the planning scope includes the central city of Chongqing and 27 districts (counties) including Wanzhou, Fuling and Qijiang, as well as parts of Kaizhou and Yunyang, and 15 cities including Chengdu, Zigong, Luzhou and Deyang in Sichuan Province. It covers an area of 185,000 square kilometers, has a permanent population of 96 million in 2019, and has a regional GDP of nearly 6.3 trillion yuan (RMB).
Regarding the important strategic position of the dual-city economic circle in the Chengdu-Chongqing region, the outline points out that this region is the most densely populated, strongest industrial base, strongest innovative capacity, broadest market space, and most open area in western China. However, the outline also pointed out that the overall strength and competitiveness of Chengdu-Chongqing region is still far from that of the developed eastern regions, especially the infrastructure bottleneck is still obvious, the urban scale structure is unreasonable, the degree of coordination of the industrial chain division of labor is not high, and the supporting capacity for technological innovation Weak, the gap between urban and rural development is still large, the task of ecological environmental protection is arduous, and there are still many shortcomings in the protection of people’s livelihood.

The outline points out that the Chengdu-Chongqing region's dual-city economic circle will be built into an important economic center, a center for scientific and technological innovation, a new highland for reform and opening up, and a high-quality livable place with national influence.

By 2025, the economic strength, development vitality, and international influence of the Chengdu-Chongqing dual-city economic circle will be greatly enhanced, the level of integrated development will be significantly improved, the regional characteristics will be further demonstrated, and the role of supporting the high-quality development of the country will be significantly enhanced.
By 2035, a two-city economic circle with strong strength and distinctive characteristics will be built, Chongqing and Chengdu will enter the ranks of modern international cities, the urban system of large, medium and small cities will be more complete, infrastructure interconnection will be basically realized, and technological innovation with national influence The center is basically completed, and the advantages of a world-class advanced manufacturing cluster are fully formed.
