The Russian government will allocate an additional 28.3 billion rubles to support low-income families with children from three to seven years old.

The corresponding order on Tuesday, October 19, was signed by the Prime Minister of the country Mikhail Mishustin.

“We are talking about a monthly payment, the size of which depends on the average per capita family income and can range from 50 to 100% of the regional subsistence minimum for a child.

At present, at least 2.7 million children have been provided with such payments, ”the Cabinet of Ministers said in a statement.

In 2021, the authorities have already allocated 276 billion rubles for these purposes.

It is noted that the government's reserve fund will become a source of additional funds.

Recall that the accrual of benefits to Russians with children from three to seven years old started back in June 2020.

Then all families with incomes below the regional subsistence level were paid the same amount - 50% of the subsistence level for children.

The national average was 5.5 thousand rubles.

In 2021, the government decided to change the procedure for providing payments and thereby make support more targeted.

Thus, as a result of the initiative of the authorities, the amount of financial assistance became tied to the level of family income.

Now, if after receiving a payment in the amount of 50% of the subsistence minimum per child (about 5,650 rubles in 2021), the average per capita family income is still below the subsistence minimum per capita (11,653 rubles), then the amount of the benefit is increased to 75% ( about 8475 rubles).

If this is still not enough, the amount of the payment is increased to 100% of the subsistence minimum per child - 11,300 rubles.

“This gradation, coupled with an increase in the minimum subsistence level, leads to an increase in spending on family benefits from the budget.

In this regard, additional funding for the program is required.

At the same time, for the budget itself, such payments are unlikely to become a significant burden, "said Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in a conversation with RT.

Mikhail Mishustin also ordered to allocate another 5.9 billion rubles for monthly payments to families raising three or more children.

As the government recalled, over 59 billion rubles are provided for this in the federal budget.

The amount of the allowance depends on the specific subject of the country and is equal to the regional subsistence minimum per child.

Families are eligible to receive these funds until their children are three years old.

“Now more than 620 thousand large families receive such assistance, and thanks to additional funds from the reserve fund, it will be possible to provide payments for another 48 thousand children in such families,” the Cabinet of Ministers said.
