Cao Rumin, deputy director of the reform office of the State-owned Assets Supervision and Administration Commission of the State Council and a first-level inspector, said that the in-depth implementation of the three-year action for state-owned enterprise reform has effectively solved a number of long-term problems that have not been resolved, and effectively eliminated a number of long-term constraints on state-owned enterprises. The system and mechanism obstacles to high-quality development have effectively stimulated the vitality of enterprise development, and effectively improved the ability of state-owned enterprises to serve the national strategy and fulfill their social responsibilities.

In recent years, the economic growth rate of the Northeast region has slowed down, and the reasons should be found in the reform of state-owned enterprises.

To deepen the reform of state-owned enterprises in the Northeast in the new era, we should focus on the following aspects: first, state-owned assets supervision should shift from managing enterprises to capital management; second, actively developing a mixed-ownership economy; third, actively implementing employee stock ownership plans; Fourth, we must always uphold the party's leadership over state-owned enterprises.

Cheng Enfu, deputy director and chief professor of the Academic Committee of the University of Chinese Academy of Social Sciences, suggested that state-owned enterprises should adhere to the principle of independent decision-making in deepening the reform of mixed ownership, focusing on the development of a state-controlled mixed-ownership economy.

It is necessary to enhance the influence and control of state-owned enterprises in the economy, highlight the labor contribution in the initial distribution, increase the transfer payment in the redistribution, and achieve the goal of common prosperity by further expanding, strengthening and improving state-owned enterprises, and embodying socialism The essential characteristics of the public ownership economy shared by all people.
