On October 14, 2020, on the occasion of the celebration meeting for the 40th anniversary of the establishment of the Shenzhen Special Economic Zone, Chinese officials announced their support for Shenzhen to implement comprehensive reform pilots, and gave Shenzhen more autonomy in important areas and key links through batch authorization.
Over the past year, relevant measures have made substantial progress.
Qin Weizhong said that at present, the policy dividends of Shenzhen's comprehensive reform pilots have been continuously released. For example, since the implementation of the ChiNext reform and the pilot registration system, there have been 208 newly listed companies with a total IPO financing of more than 150 billion yuan. People were allowed to provide services in Shenzhen, and nine drugs and two medical devices listed in Hong Kong and Macau were first approved for use in the Shenzhen Hospital of the University of Hong Kong.
At the same time, the leading role of comprehensive reform pilots has become more prominent.
According to Qin Weizhong, Shenzhen took the lead in issuing 5 billion offshore RMB local government bonds in Hong Kong, established and implemented a punitive compensation system for intellectual property infringement, and was the first to release the first complete ecosystem GDP accounting system in the country.
Driven by a series of measures, the demonstration effect of Shenzhen's comprehensive reform pilot has gradually emerged.
Qin Weizhong pointed out that Qianhai has introduced a total of 645 institutional innovations and replicated and promoted 65 across the country. The first batch of experimental results of the comprehensive reform of Shenzhen's state-owned assets and state-owned enterprises have been promoted nationwide.
Qin Weizhong said that deepening the reform of the business environment is also an important part of Shenzhen's comprehensive reform pilot.
Over the past year, Shenzhen has also made many achievements in actions such as optimizing business environment regulations and implementing new types of intellectual property legal protection pilot programs.
According to reports, Shenzhen’s intellectual property creation, protection and utilization indicators rank first in the national business environment evaluation.
From January to August this year, the number of effective invention patents in Shenzhen increased by 22.6% year-on-year, and the number of PCT international patent applications steadily ranked first among cities in the country.
In addition, through deepening the reform of the business environment, Shenzhen has further released its development vitality.
As of the end of September this year, there were more than 3.7 million commercial entities in the city, an increase of 7.2% year-on-year, and the density of commercial entities ranked first among cities in the country.
