The Russian government will additionally allocate 28 billion rubles for payments to low-income families with children from three to seven years old.

This was announced on Thursday, October 14, by Prime Minister Mikhail Mishustin at a cabinet meeting.

According to him, since the beginning of 2021, over 270 billion rubles have been allocated from the federal budget to the regions for these purposes.

As the prime minister drowned, the support is for 2.5 million children.

“The size of the monthly payment depends on the family's income and can be 50, 75 or 100% of the regional subsistence minimum per child,” Mishustin recalled.

Note that the authorities introduced payments for children from three to seven years, inclusive, back in 2020.

Initially, all families with incomes below the subsistence level were paid the same benefit - 50% of the regional subsistence level for children.

In 2021, new rules for the accrual of funds came into force.

So, now, if after receiving a payment in the amount of 50% of the subsistence minimum per child (about 5650 rubles in 2021), the average per capita family income still remains below the subsistence minimum per capita (11,653 rubles), then the amount of the benefit is increased to 75% (about 8,475 rubles).

If this is still not enough, the amount of the payment is increased to 100% of the subsistence minimum per child - 11,300 rubles.

“These payments are especially relevant, because in families with children from three to seven years, as a rule, one of the parents does not work and is forced to look after the child of preschool age.

Thus, the family's income is noticeably decreasing, and she needs additional help, "Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said in a conversation with RT.

According to Mikhail Mishustin, the government will continue to pay attention to large families.

The Prime Minister recalled that after the birth of their third or subsequent children, parents have the right to receive a monthly cash payment.

The amount of the allowance depends on the specific subject of the country and is equal to the regional subsistence minimum per child.

Families are eligible to receive these funds until their children are three years old.

As the head of the Cabinet of Ministers noted, now more than 620 thousand large families receive such support in Russia.

The budget for these purposes provides over 59 billion rubles.

Meanwhile, in connection with the growing birth rate in the regions, the authorities plan to send additional funds to the subjects.

“For this, we will allocate about 6 billion rubles more, which will provide payments for over 48 thousand children who are brought up in large families.

Support for families with children will remain one of the priorities of the government in the future, ”Mishustin emphasized.

As Svetlana Bessarab noted, in accordance with the law, benefits in Russia are indexed annually, which helps protect funds from inflation.

At the same time, additional payments to families stimulate consumer demand and thereby have a positive impact on the economy, the MP added.

Fighting prices

During a meeting with the government, Mikhail Mishustin also raised the issue of inflation.

According to the Prime Minister, the measures taken earlier to curb food prices in Russia proved to be quite effective.

Nevertheless, prices are growing all over the world, the head of the Cabinet emphasized.

According to the Ministry of Economic Development, food prices in Russia have increased by an average of almost 10% over the past year.

The biggest increase was observed in the cost of fruit and vegetable products and meat.

So, for example, cabbage (by 83.1%), potatoes (64.8%), tomatoes (by 42.7%), chickens (by 27.8%) and pork (by 14%) went up significantly.

In these circumstances, the government has developed new initiatives to stabilize prices.

In particular, the Ministry of Agriculture plans to increase support for vegetable growing by 5 billion rubles in 2022 and increase funding for the industry in subsequent years.

This was stated by the head of the department Dmitry Patrushev.

According to him, the agrarians will receive subsidies for the expansion and modernization of production, the construction of storage facilities and selection and seed production centers.

As a result, the volume of production of potatoes and vegetables may increase by 15%.

“In addition, within the framework of providing grants and subsidies to small businesses, we will prioritize the direction of vegetable growing.

In addition, together with the Ministry of Industry and Trade, we are additionally working on the issues of ensuring the direct sale of products for small and medium-sized farms, which will undoubtedly reduce the cost of vegetables for the citizens of the country, ”Patrushev said.

The minister also spoke about measures to support livestock breeding.

Thus, enterprises affected by African swine fever and bird flu in 2020 will be able to receive soft loans for up to 12 years.

Moreover, the government will allocate 10 billion rubles to provide subsidies to meat producers.

As Patrushev explained, the money will allow enterprises to compensate for part of the cost of purchasing feed.  

The actions of the authorities will allow to increase the supply on the Russian food market, which in the long term should slow down the growth of food prices.

This point of view in an interview with RT was expressed by Georgy Ostapkovich, director of the Center for Market Research at the Institute for Statistical Studies and Economics of Knowledge at the Higher School of Economics.

“Subsidies are always positive for any business.

It is necessary to increase labor productivity and introduce innovations.

Agriculture is a priority now because there is inflationary pressure.

It is necessary to bring down the rise in prices.

If agricultural producers provide more products, the demand will be satisfied, the deficit will disappear and inflation will begin to decline, ”the specialist said.
