The General Directorate of Civil Defense in Dubai has moved its headquarters to its advanced center at the Expo, becoming the first government department to manage its operations and implement its operational plan closely from inside the exhibition.

The Director of the General Department of Civil Defense, Lieutenant-General Expert Rashid Thani Al Matrooshi, said during a tour of the new advanced center for civil defense at the "Expo", that the goal of the leadership transition is to overcome any difficulties as soon as possible, and closely follow the daily tasks.

He revealed a comprehensive operational plan covering the smallest details of security, safety and accident prevention procedures, including the allocation of 304 officers and individuals, including 78 firefighters and foot rescuers spread in studied and specific sectors, equipped with 73 advanced firefighting vehicles and vehicles, and they are technically followed up through an advanced system. To ensure that each of them adheres to his position, so that he can intervene immediately if he receives a notification or report of an accident.

He added that the general departments of Civil Defense in all the emirates of the country also participate in the operations with teams of 156 firefighters, working side by side with their colleagues in Dubai Civil Defense, out of the logic of enhancing the value of the event that represents the country.

He pointed out that the teams participating in securing the "Expo" carried out more than 509 training and evacuation operations, in which all the elements and groups working in the exhibition participated, to ensure reaching the highest level of readiness, pointing out that in addition to the advanced "Expo" center for civil defense, and a stationed point Inside the exhibition, there are seven other civil defense centers belonging to the Jebel Ali sector, ready to intervene if the incident develops, and their number is 491 firefighters.

In detail, Lieutenant-General Rashid Al-Matrooshi confirmed that the Civil Defense's preparations for this great event began in 2019, as the first department to open its operations at the "Expo", in light of the fact that more than 25,000 workers were engaged in construction work, which necessitated providing them with protection, as well as Securing buildings and visitors.

He explained that there was a different strategy, which required transferring the leadership completely to the "Expo Center", to follow the event closely, noting that in addition to it there is his assistant for the smart services affairs, Brigadier General Rashid Khalifa Al Falasi, and the Fire and Rescue Affairs Brigadier Ali Hassan Al-Mutawa, and the exhibition was divided into six sectors. Each of them is headed by a major rank, and is managed around the clock.

He stated that a field survey of the entire place was conducted, and an agreement was reached with the companies that provide fire and safety systems, to provide representatives for them throughout the day, to deal with any emergency.

He pointed out that, according to the operational plan, there are three security cordons, the first of which is the foot teams of 78 firefighters and rescuers, who represent the first responder to accidents, and are trained on specific and precise tasks, so that each of them knows his location, his responsibilities, and is fully aware of the potential risks, and the companies located in his sector.

He revealed that the training of foot teams was not limited to civil defense tasks only, but turned into what can be described as a comprehensive security man, who can monitor and report any suspicious or abnormal activity, as well as training them in first aid, in addition to their main work, stressing that Everyone works under one system, whether they are policemen, paramedics or firefighters, and they have been trained to carry out all these tasks, in light of being the first and closest responder to the event.

Al Matrooshi said that he visited the two Expos in two different countries, and what people will see at the UAE Expo will be completely different, whether in terms of treatment or insurance, as even the military appearance will be rare, as civil defense leaders and men wear civilian clothes, and move comfortably between people, so that everyone feels reassured and safe.

He added that the great infrastructure of the "Expo" Dubai extended to a tight security structure, so the response indicator will not, in any way, exceed three minutes, in light of studying the entrances and exits, and identifying the main centers, through a visual field survey, supported by an advanced smart technical system, which directs Civil Defense men to the places of reports as soon as possible.

He pointed out that the goal is to reduce accidents to less than 1%, and our men are trained in that, and we have trained security guards and volunteers, with more than 2,000 beneficiaries of workers in the exhibition from outside the Civil Defense for advanced courses, to act as a quick responder to accidents.

He added that 91 safety guides and daily field surveys were allocated to disseminate preventive culture and consolidate its concepts, as well as carrying out 509 strategic evacuation exercises, to test readiness, in cooperation with strategic partners according to drawn plans, and review safety procedures and systems in all projects, and ensure the effectiveness of fire nozzles, And special training for security men and employees on the use of manual firefighting tools, and the initial safety procedures, according to the established plan.

He pointed out that all Expo buildings are connected to the smart monitoring system (7×24) around the clock with the Civil Defense Operations Room, in order to enhance safety, protection and prevention measures.

The Civil Protection Department also completed the plan set to educate employees and workers about “security and safety in the work environment”, with the aim of effectively implementing all policies and procedures for “Expo 2020”, which must be followed in emergency situations, and raising public awareness of the importance of adhering to safety requirements and requirements, to avoid potential risks.
