Regarding the "Linear Chuo Shinkansen," which Shizuoka Prefecture has not approved to start construction due to concerns about adverse effects on water resources, the National Council of Experts held a meeting on the 26th, saying that the impact could be suppressed if sufficient measures were taken. I showed the plan again.

In response, attendees continued to discuss the importance of gaining the trust of the local community.

The Linear Chuo Shinkansen is considered to be the next-generation transportation artery that connects Tokyo / Shinagawa and Nagoya in as little as 40 minutes, and JR Central is aiming to open this section in 2027, but Shizuoka Prefecture is a tunnel construction for local residents. We do not allow the start of construction in the prefecture because there is a concern that the amount of water in the Oi River, which supports our lives, will decrease.

On the 26th, the meeting of the experts' meeting, which was set up by the Ministry of Land, Infrastructure, Transport and Tourism in the form of arbitration, was held for the first time in five months, and the draft of the interim report was last time stating that the impact on water volume can be suppressed if sufficient measures are taken. It was subsequently shown.

According to the plan, as a result of the analysis at the present time, if a path for the groundwater that springs up in the tunnel is created and all the amount is returned to the Oi River, the amount of water in the middle and downstream areas will be maintained.

In addition, we included requesting JR Central to understand the people who use the water of the Oi River and to obtain the consent of local governments such as Shizuoka Prefecture, but it is possible to gain the "trust" of the local community from the committee members who attended. There were many opinions that the expression should be reconsidered as the most important thing.

For this reason, the Council of Experts will continue to discuss at the next meeting and aim to compile an interim report.

Shizuoka Prefecture "I want to ask JR for a solid explanation."

After the meeting, Deputy Governor Takashi Namba of Shizuoka Prefecture said at a press conference, "JR Tokai's explanation attitude has been insufficient so far, but the quality and quantity have improved through a meeting of experts for about a year and a half." I did.

On top of that, he said, "It is necessary to explain the contents of the interim report so that the citizens of the prefecture can understand it well. There are some points that are not convincing in the materials of JR Central, so I would like to ask for a solid explanation in the future." He expressed the idea that a polite response is needed to obtain the benefits.

JR Central "I want to foster a relationship of trust"

After the meeting, JR Tokai's Vice President Mamoru Uno said at a press conference, "I have come to summarize the scientific and engineering studies of the Experts' Meeting, but I am not thinking that this conclusion is correct, so please understand it, Shizuoka Prefecture. I would like to continue communicating with the people of the basin cities and towns of the Oi River and foster a relationship of trust. "

The story so far

This is the first time that the prefecture has been the contact point for discussions, so this is the first time that opinions have been exchanged directly. rice field.

JR Tokai wants to continue this kind of exchange of opinions and strive to dispel anxiety, but it is still uncertain whether or not Shizuoka Prefecture, which has the authority to permit construction work, will be understood.
