His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of the Emirate of Dubai, issued Law No. (16) of 2021 establishing the "Dubai Authority for Integrated Economic Zones", which enjoys legal personality, financial and administrative independence, and the necessary legal capacity. His Highness also issued Decree No. (36) of 2021 appointing His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Authority for Integrated Economic Zones, and Decree No. (37) appointing Dr. Mohammed Ahmed Al Zarooni as Executive Chairman of the authority, provided that Law No. (16) will be published. And decrees (36) and (37) for the year 2021 in the Official Gazette, and they are effective as of January 1, 2022.

Law No. (16) of 2021 stipulates that the free zone at Dubai International Airport, Dubai Silicon Oasis, and the lands annexed thereto, and any area or land subject to the authority's supervision by a decision issued by His Highness the Ruler of Dubai, shall be subject to the supervision of the new authority.

Within the boundaries of the integrated economic zones, a free zone and an administrative zone shall be established, whose location, area and boundaries shall be determined by the head of the authority. These zones are subject to the administration and legislative regulation of the Dubai Authority for the integrated economic zones.

Zero Ratio

Without prejudice to the tax legislation in force in the country, licensed institutions operating in the free zone and individuals working in these institutions are subject to the zero rate for a period of 50 years, starting from the date this law comes into force, and this period can be extended for a similar period by a decision of His Highness the Ruler of Dubai, with regard to to all taxes, including income tax, in connection with their operations within the free zone, and taxes levied on transfers of assets, profits, salaries or wages, to any party outside the free zone, as well as profits from the merger, division, or change its legal form.

Authorized and Prohibited Goods

The law specifies the goods authorized and prohibited from entering through all sources to the integrated economic zones, whether national or foreign, and customs exemptions for goods imported into the free zone, manufactured, produced or developed therein.
