The Government had stated that the 7,000 million in direct aid would have an additional call so that the autonomous communities could dispose of that flow, but finally it has gone a step further so that the beneficiaries can be the small businessmen who incurred losses and not just those who became defaulters.

Different communities governed by the PP (Andalusia, Madrid, Murcia and Castilla y León) had criticized that the Royal Decree-Law of the Government came to "

discriminate against those who have fulfilled their obligations by assuming the payment of their debts", in

addition to "obliging the presentation of a wide list of previous documentation that complicates both the applicants and the subsequent administrative management ".

This system, which did not appeal to SMEs and freelancers either, has been giving priority to those who had pending invoices, to the detriment of those who had suffered accounting losses but had managed to avoid delinquencies.

The Executive clarifies this Tuesday that, "within the purposes to which the aid can be allocated, the concept of fixed costs incurred

includes the accounting losses generated during the coverage period

Thus, the self-employed and companies will be able to allocate the aid to satisfy debts and make payments to suppliers and other creditors, financial and non-financial, as well as to offset the fixed costs incurred, including accounting losses ". In the modification approved by the Council of Ministers of Royal Decree-Law 5/2021, the temporal scope covered by direct aid for the self-employed and companies has also been expanded, as Nadia Calviño had advanced.
