Russian President Vladimir Putin instructed the government to allocate additional money for resettlement of emergency housing in the regions.

The Cabinet of Ministers will have to provide for the appropriate amount of funds when preparing the draft law on the federal budget for 2022 and for the planning period of 2023 and 2024.

) the allocation of 45 billion rubles from the federal budget in 2022 for the implementation by the constituent entities of the Russian Federation of programs for the liquidation of the housing stock recognized as emergency as of January 1, 2021," the list of instructions says.

At the moment, the regions are settling housing, which was recognized as emergency at the beginning of 2017.

In 2020, the authorities allocated an additional 50 billion rubles for these purposes.

At the same time, today “work is going ahead of schedule,” and by the end of 2021, nine regions of the country will complete it ahead of schedule.

Vladimir Putin announced this on August 24 at the second stage of the United Russia congress.

“In this regard, I believe that we need to move on: not only to support those subjects of the Federation that are actively relocating people from emergency houses, but also to launch a new program ... according to which housing, recognized as such, emergency, will be resettled as of January 1, 2021. of the year.

All over the country, dear colleagues, this is more than 11 million square meters, ”Putin said.

According to him, the affordability of housing remains the most important issue for all citizens of the country.

At the same time, as the president emphasized, modern and comfortable living conditions are the main condition for the "normal social well-being" of Russians.

It should be noted that the resettlement of citizens from emergency houses is carried out on behalf of the head of state within the framework of the national project "Housing and Urban Environment".

According to the initiative, by 2024 in Russia it is planned to relocate more than 530 thousand people from unsuitable for habitation objects to new houses.

Allocation of additional funds will allow in a shorter time to provide needy Russians with quality housing.

Pavel Sigal, the first vice-president of the all-Russian public organization of small and medium-sized businesses "Support of Russia", shared this opinion in a conversation with RT.

“In Russia, at the moment, about 2.5% of the housing stock is dilapidated and dilapidated housing.

By receiving new funds from the state, municipalities will have money to buy more apartments from developers in order to then provide real estate to migrants, ”Sigal explained.

In addition, the funds received can be used for the construction of residential facilities in those regions where construction is currently proceeding at a slower pace.

According to experts, preferential mortgage programs in Russia also play in favor of more active resettlement of citizens from dilapidated housing to new ones.

So, in particular, by July 1, 2022, Russians can get a home loan for an amount not exceeding 3 million rubles at a reduced rate of 7% per annum.

In addition, until December 31, 2023, families with one or more children born after January 1, 2018 can take out a mortgage at 6% per annum.

The maximum loan amount depends on the region - for Moscow, St. Petersburg, Moscow and Leningrad regions it is 12 million rubles, and for other subjects of the country - 6 million.

“The opportunity to get a loan for an apartment at a preferential rate makes it possible to more quickly resolve the housing issue for Russians who live in dilapidated apartments as well.

At the same time, the government quite quickly adjusts the conditions of the preferential programs to the changes in the market, which in the long term will help to save the industry from overheating and a serious rise in housing prices, ”stressed Pavel Sigal.
