Guizhou Liupanshui's planned investment of 300 million yuan in tourism projects is unfinished, and the local response will actively rectify and repay the money

Starting from 2017, a planned investment of 300 million yuan will be invested in the construction of Biantuo Town and road bikes. For a series of tourism projects such as the race track, construction has been suspended for about a year, and it has been unfinished so far.

The Shuicheng District government responded to China Voice that it will actively rectify the problem in the future, and at the same time raise funds through multiple channels, find investors, and complete the unfinished project as soon as possible and repay the arrears.

  In March 2020, Shuicheng District, Liupanshui City, was lifted out of poverty.

Starting in 2017, the local area began to build a road bike track in the Yeyu Sea Scenic Area, and began to build a series of scenic spots and facilities such as the 24 buildings of Bian Tuo Town, the world's largest Bian Tuo Cultural Museum and so on.

These projects have an investment of nearly 300 million yuan, and are self-raised by the Shuicheng Yushe Forest Tourism Development Co., Ltd., which is jointly controlled by the Shuicheng District Industry and Information Technology Bureau and the Management Committee of the Yeyuhai Mountain Tourism Resort.

  Beginning in August 2018, projects such as the bicycle track and Biantuo town were successively suspended due to shortage of funds, and the arrears of construction funds have not been settled.

A few years later, the contractor Ma Yijiayi owed a lot of debts. She sued the owner, Shuicheng Yushe Forest Company, but she still couldn't get the money.

  "Since the suspension of work in 2018, we have asked the owner to settle the settlement and allocate the arrears to us according to the contract. However, the owner has dragged the matter and has not been resolved." Ma Yijiayi said.

  After the report was broadcast, Du Lichang, the director of the management committee of the Yeyuhai Mountain Tourism Resort in Shuicheng District, where the project was located, responded to the "massive construction" and "arrears of project payments" mentioned in the report.

Du Lichang told reporters that the Yeyuhai Mountain Resort was planned and constructed by Liupanshui City in 2013. He originally wanted to rely on the jobs provided by the scenic facilities to solve the employment problem of the local people.

For example, the 24 unfinished buildings in the small town of Biantuo were originally planned to make a fuss about the tourism service industry and the health and elderly care industry, but the plan is indeed ahead.

  Du Lichang said: "These 24 small buildings were used as health care and sojourners to supplement and enrich our business in Yeyuhai. At that time, the thought was that our government's own platform company would invest in the construction and completely follow the path of the market. In fact, In this process, policy adjustments caused the company to have difficulties in financing. This project was put aside first, but we are looking for some market players and (through) investment promotion to find partners to continue development and construction."

  Take the bicycle track with a planned investment of more than 70 million yuan as an example. The track is built on a hillside and was unfinished halfway. Why did you choose this project? How did you consider such a high cost?

Du Lichang explained that they hoped to build a sports industry in the scenic area and attract attention by holding events.

"It is positioned as a mountainous outdoor sports base. What we do with this goal has actually become an industry. If some events are introduced, it can do a lot of work."

  Has the launch of these projects been subject to strict approvals?

Cao Siyi, director of the Development and Reform Bureau of Shuicheng District, told reporters that the Yeyuhai Park Management Committee had just been established that year, and the approval and financial allocation procedures were not perfect. The city had requirements and they approved it.

  Cao Siyi said: "When the management committee was established, the overall plan was approved by the city. From the perspective of our Development and Reform Bureau, the planning management committee applied for work, and we set him up for the project. The project approval process is In this way. In terms of funds, if it is our government's investment, in principle, we have to report to the government leaders. We can do it only if we have money. Because it is a newly established institution, it will be granted to them."

  Cao Siyi said that the Shuicheng District Development and Reform Bureau is currently actively coordinating various departments to "activate the local tourist resources stock" and strive to solve historical problems without adding new tourist attractions and facilities.

"The opinions of the province are that some of the existing projects in these scenic spots and scenic spots we originally built, including the small town of Biantuo and this road, all require the perspective of revitalizing the stock (to solve). It turns out that there are leading opinions in the province. These scenic spots and scenic spots we have established do not add new projects. Based on the characteristics of our scenic spots, we will find partners to revitalize these projects, enrich the business, increase revenue, and solve some historical problems."

  Du Lichang admitted that in the past few years, Yeyuhai Scenic Area owed a lot of debts. In the face of problems, they were actively seeking support from the higher-level government while also seeking the injection of external funds.

For the arrears, targets are also being set to gradually repay them.

From our own perspective, we must actively seek support from higher-level departments. The second is that we look for some in the market. Third, we have also connected with the bank many times, repaying gradually according to the plan, and using revenue and development to solve problems such as bank support." Du Lichang said.
