In 2022, the amount of maternity capital for the first child in Russia will exceed 503 thousand rubles.

On Thursday, September 2, the Minister of Labor and Social Protection of the country Anton Kotyakov told RIA Novosti on the sidelines of the Eastern Economic Forum.

“The draft budget of the Pension Fund of Russia provides for the indexation of maternity capital.

The size of the maternity capital in 2022 will be 503,237 rubles for the first child and 665,009 rubles for the second child, "Kotyakov said.

Thus, payments will be indexed by 4%.

As the head of the Ministry of Labor specified, if the family had previously received money for the first child, then the amount of the additional payment for the second child will be 161,772 rubles.

The size of the capital will be increased in accordance with the provisions of the Constitution of Russia, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said in an interview with RT.

She recalled that the basic law enshrines mandatory indexation of pensions, benefits and other social payments at least once a year.

“The volume of indexations should not be lower than the current inflation rate.

We can see that the pandemic has confused the plans of many families in 2020.

At the same time, due to the support from the state, it is now easier for parents to have children, since they feel confident in the future, ”Bessarab added.

According to Vladimir Putin's instructions, the maternity capital program will operate at least until the end of 2026.

The issuance of a certificate for a capital is made without an application.

In 2021, 483,882 rubles are allocated for the first child, and 639,432 rubles for the second.

At the same time, if the family has already been paid money for the first child, 155 550 rubles are charged when the second child appears.

According to the materials of the Ministry of Finance, in 2021 the authorities will allocate 443.3 billion rubles to finance the initiative, in 2022 - 480.3 billion, and in 2023 - 580 billion.

Note that maternity capital funds cannot be cashed out, but they can be used for several purposes.

These include improving housing conditions (including paying off mortgages), getting an education for a child, as well as purchasing goods and services for social adaptation and integration of disabled children into society.

“The indexation of the capital will help in the same way as other income increases.

Someone will be able to contribute a larger amount of funds as an initial payment for a mortgage, and someone will close a slightly larger debt on this type of loan, some families will buy more building materials or a plot a little more or better, "the head of the analytical research department told RT "Higher School of Financial Management" Mikhail Kogan.

According to Olga Lebedinskaya, associate professor of the Department of Statistics at the Plekhanov Russian University of Economics, in 2020 most often the certificates were sent to repay the principal debt and pay interest (36.7%), as well as improve housing conditions (20.6%).

Only 5% of recipients of maternity capital sent funds to get a child's education, the specialist noted in a conversation with RT.

The expert added that matcapital helps to a certain extent to solve the problem of poverty in Russia.

According to her, such support is especially relevant in rural areas.

“In general, 55.9% of families that have received maternity capital are families with an average per capita income of 15,000 to 30,000 rubles per month.

Against this background, 503 thousand rubles for the first child and 665 thousand rubles for the second will be a good help, including for the development of small settlements with a population of up to 30 thousand.Today there are about 150 thousand of them on the territory of Russia. In total, in rural areas 36.9 million people live, "Lebedinskaya said.

Note that when a third child appears, the state extinguishes a part of the mortgage loan for the family in the amount of 450 thousand rubles.

Thus, families with three children have the opportunity to allocate over 1 million rubles to solve the housing issue.
