By 2025, there will be outlets in towns and villages, and services in every village.

Sending and receiving express delivery in rural areas will be more convenient

Passion fruit in Yulin, Guangxi, kiwi fruit in Baoji, Shaanxi, and navel orange in Yichang, Hubei... In recent years, thanks to the development of Internet e-commerce and logistics system, local characteristic agricultural products are delivered to all parts of the country through express delivery, which effectively promotes agricultural development and increases farmers' income.

Statistics show that in 2020, the national online retail sales of agricultural products will reach 575 billion yuan, a year-on-year increase of 37.9%.

However, due to factors such as scattered villages and small express delivery business, there are still many difficulties and congestion points for express delivery to the countryside and into the city.

The General Office of the State Council recently issued the "Opinions on Accelerating the Construction of Rural Delivery Logistics System" (hereinafter referred to as the "Opinions"), proposing that by 2025, a rural delivery logistics system that is open to benefit the people, intensively shared, safe, efficient, and two-way smooth will be basically formed. There are outlets in townships and services in every village.

In the future, with the support of a more complete logistics system, delivery and delivery of express delivery in rural areas is expected to be more convenient, and the living water of the rural economy will flow better.

Rural logistics still needs to be accelerated

In Heping Town, Fenxi County, Linfen City, Shanxi Province, several couriers are busy putting parcels on shelves in a 30-square-meter courier outlet listed as "Rookie Village".

“Most of the elderly in the village, these are mostly gadgets that they put together orders on the e-commerce platform.” A courier said while scanning the barcode on the package.

The 28-year-old Xiaolu is about to start a two-year job in Heping Town.

A few days ago, he ordered a desk from an e-commerce platform, and the place of shipment was Jiangyin City, Jiangsu Province.

Within a few days, I received a call from this "rookie village" to inform the pickup.

"I thought it was inconvenient to receive express delivery in the village, but I didn't expect it took only 3 days." Xiao Lu was very happy.

Cainiao Village is the rural version of Cainiao Station. It builds a three-level logistics service network for county and villages by means of county-level joint distribution and integration of resources from different brands of express delivery companies.

In recent years, China has vigorously promoted the project of express delivery into villages, and the delivery modes such as Cainiao Village have been effective, and the rural delivery logistics system has gradually improved.

According to data released by the State Post Bureau, in the first half of this year, the volume of express delivery in rural areas across the country exceeded 20 billion, an increase of more than 30% over the same period last year.

The coverage rate of express delivery outlets in towns and townships reached 98%, and the proportion of direct delivery services to villages exceeded half. The full time limit of express delivery services in key areas was shortened to 58 hours.

The rural market is becoming a new "growth pole" for delivery logistics.

However, compared with the speed and convenience in cities and towns, express delivery is still somewhat "slow" in the countryside.

Take Heping Town, where Xiaolu is located, as an example. This "rookie village" alleviates the problem of local villagers receiving and sending express delivery. However, due to the low population concentration, villagers in nearby villages have to send and receive express delivery, and they have to come to the outlets of Heping Town.

Therefore, the villages have been circulating the habit of helping the whole village get express delivery by the way whoever has something to go to the town.

The express delivery that can be received in a day or two in the city may take three or four days in the village.

Higher distribution costs are also a problem.

An express franchisee stated that the delivery fee for each express shipment it obtains from the express company is fixed. If the express shipment sinks from the township to the village level, it will lose 30 cents for each shipment.

Express delivery companies generally "do not want to go" and "do not go." Even if the outlets enter the village, the problems of "unstabilizing" and "waiting for a short time" are more prominent.

"E-commerce express delivery is currently in a low-price competition and low-profit development stage. The natural villages in some rural areas in the central and western regions are scattered, making express delivery demand scattered, and it is difficult to form a scale effect." Yang Daqing, a special researcher of the Chinese Society of Logistics The long distance between households lengthens the distribution radius, which affects distribution efficiency and overall cost.

Express delivery outlets have not yet achieved full coverage in rural areas.

"From the current integration of various resources in rural areas, there are a lot of resources in rural areas such as post, transportation, supply and marketing, but there is no sharing and co-construction mechanism, which restricts the construction of the rural delivery logistics system." said Chen Kai, deputy director of the State Post Bureau.

Unblocked express delivery to the countryside and into the city

Rural delivery logistics, on the one hand, leads agricultural products into cities to increase farmers' income, and on the other hand, leads consumer goods to the countryside, so that farmers can meet the needs of a better life.

In early autumn, Gangcha County, Haibei Tibetan Autonomous Prefecture, about 200 kilometers away from Xining City in Qinghai Province, released impressive sales results. In the first half of this year, the average monthly sales of agricultural and livestock products in Gangcha County on various e-commerce platforms reached about 3000 The average monthly sales amount is about 300,000 yuan.

Gangcha County is located in a remote area and traffic congestion. In the past few years, it was not uncommon for express delivery and delivery here to be rejected by logistics.

In recent years, with the improvement of Gangcha County's traffic conditions and logistics system, cement roads have been repaired to the door of herdsmen's homes, and Gangcha specialties have been sold all over the country.

"Now, some village collectives, cooperatives and cold chain logistics companies have cooperated and won many'big orders'." Zhang Qi, a cadre aided by the National Energy Group and deputy magistrate of Gangcha County, told reporters that the local fresh beef and mutton In units of tons, cold-chain trucks are used to deliver goods directly to the door; individual customers place orders online through e-commerce platforms, basically achieving “three-day delivery” in domestic first-tier cities, and “next-day delivery” in some cities in North and East China, greatly improving the village The benefits of collectives and cooperatives.

In China, many places have high-quality specialty agricultural products, and there is an urgent need for a more convenient upward mechanism to help them sell them at a good price.

The "Opinions" proposes to encourage and support rural delivery and logistics enterprises based on county-level characteristic agricultural products and the development needs of modern agriculture, actively connect with family farms, farmer cooperatives, and leading agricultural industrialization enterprises, provide professional supply chain delivery services for agricultural products, and promote the "Internet + "Agricultural products leave the village and enter the city.

"Next, we will improve the development mechanism of agricultural products upwards, build 300 express delivery service modern agricultural demonstration projects, and provide professional delivery service models for agricultural products upwards." Chen Kai said.

Agricultural products must be "available", and consumer goods must also be "available."

"I want to buy a pair of beautiful roller skates for my daughter" "I want to buy imported cherries for an early adopter"... With the spread of information and the expansion of delivery logistics, farmers' demand for "buy the whole country" or even "buy the world" is growing. , This also requires "express delivery into the village" to speed up.

In this regard, the "Opinions" pointed out that the "express delivery into the village" project should be promoted by classification.

In the rural areas of the eastern and central regions, enterprises should be guided to improve the service level of "express delivery into the village" through the establishment of locations in villages and enterprise cooperation.

In the western rural areas, guide and encourage enterprises to take advantage of the postal and transportation infrastructure network, focus on multi-party cooperation between post and express delivery, transportation, supply and marketing, give full play to the basic role of postal services in rural terminal delivery, and expand the coverage of "express delivery into villages" Scope.

“Service resources such as village committees and rural bookstores in rural areas can be used as end-service locations for rural express delivery.” said Jin Jinghua, director of the State Post Bureau’s Market Supervision Department. Organize and strengthen collaboration, promote the integrated utilization of resources, and build a comprehensive service station for village-level delivery and logistics, so that express delivery services are closer to farmers’ doorsteps."

Create a better market environment

There is a delivery point in the village, which is welcomed by the villagers.

However, many villagers reported that the inconvenience of pick-up and illegal charges at outlets are still common in rural areas.

Some express outlets do not actively notify the pickup, and lost and damaged parts happen frequently; some express outlets have limited pickup time and do not provide services on weekends; some rural outlets charge 3 to 3 pieces in violation of the size of the express delivery. The pick-up fee of 10 yuan and varying prices affects the online shopping experience of rural consumers.

In response to the chaos in the rural logistics industry, the "Opinions" actively "bright swords" and require strengthening the supervision of delivery logistics services and transportation safety management, improving the consumer complaint and appealing mechanism, and investigating and punishing behaviors such as non-delivery to the agreed address and illegal charges in accordance with the law, so as to promote fair competition. Protect the legitimate rights and interests of the masses.

Support qualified regions to improve the county-level postal express supervision work mechanism and the organization of e-commerce and express delivery associations, and strengthen industry supervision and self-discipline.

"We will implement stricter supervision measures in accordance with the law for behaviors that damage the legitimate rights and interests of users. We will have zero tolerance for illegal charging behaviors of enterprises, and insist on discovering and investigating them together." Jin Jinghua said.

"Management" can live, but also to serve well.

The "Opinions" proposed that unreasonable and unnecessary restrictions should be removed and the development of rural express delivery services should be encouraged.

“In terms of market access, under the premise of keeping the bottom line of safety, in the future, we will simplify the filing procedures of rural express terminal outlets, and promote the realization of online filing and "no need to run once." Jin Jinghua said.

In response to the shortcomings of insufficient rural logistics facilities, insufficient resource integration, and high distribution costs, Li Gang, head of the Circulation Development Department of the Ministry of Commerce, said that he will work with relevant departments to implement in-depth county-level commercial construction activities.

"We will integrate the rural logistics and distribution system more closely with the improvement of the rural commerce and trade circulation system and the promotion of rural consumption, promote the distribution of industrial products to the countryside and the entry of agricultural products into cities, and promote the effective connection between urban and rural production and consumption." Specifically, this includes further promotion. Rural logistics distribution resources are shared and connected to achieve "multi-station integration, one-point multi-functionality, and one network multi-use".

On the basis of promoting the synergy between county e-commerce and express delivery, carry and integrate rural commerce and logistics resources such as daily consumer goods, agricultural materials, and agricultural products, develop crowdsourcing logistics, passenger, freight and express integration, and innovate rural logistics models.

"Building a rural delivery logistics system is a pragmatic measure based on domestic economic development. In the next step, we will consider a system that links the construction of an international delivery network. Through multiple domestic, international, rural, and urban measures, multiple paths, and multiple hands, Unblocking the domestic and international double cycle provides important support, and makes positive contributions to the farmers to better realize their postal demand and realize their yearning for a better life." Chen Kai said.
