China News Service, Beijing, August 30 (Xu Jing Du Yan) Starting from November 1, the Beijing Municipal Public Security Bureau's Public Security Transportation Administration will detain in accordance with the law the electric bicycles that exceed the standard on the road and impose a fine of 1,000 yuan on the driver.

The unprocessed items overdue for 6 months shall be transported to the disintegration plant for centralized destruction.

The above is what the reporter learned from the Office of the Leading Group for Comprehensive Transportation Management in Beijing today.

According to the relevant regulations of the Beijing Municipal Non-motorized Vehicle Management Regulations, the three-year transition period for electric bicycles with temporary signs (orange number plates) will expire on October 31 this year. After the expiration, such vehicles will no longer be allowed on the road.

Fines for driving over-standard electric bicycles on the road

The “Regulations of Beijing Municipality on the Administration of Non-motorized Vehicles” that came into effect on November 1, 2018 stipulate that the electric bicycles produced and sold in this city shall meet the national standards. Provisional identification (orange number plate) will be issued to vehicles that do not meet the requirements.

A three-year transition period is set for electric bicycles with temporary labels. After the transition period expires, they cannot be driven on the road.

After the transition period ends on November 1 this year, the Beijing Municipal Public Security Bureau’s Public Security Traffic Management Bureau will strictly follow the regulations to detain the electric bicycles that are still driving on the road and impose a fine of 1,000 yuan on the driver.

The unprocessed items overdue for 6 months shall be transported to the disintegration plant for centralized destruction.

The Beijing Municipal Public Security Bureau’s Public Security Traffic Management Bureau reminded that citizens who still own electric bicycles that exceed the standard should eliminate and update their vehicles as soon as possible; third-party online catering service platforms, real estate intermediaries, etc., should implement corporate social responsibilities and take effective measures to supervise their employment. Personnel use compliant vehicles.

At the same time, in order to ensure the orderly operation of all aspects of vehicle disposal, the Beijing Municipal Transportation Comprehensive Management Leading Group formulated the "Work Plan for the Recycling and Disposal of the Elimination of Excessive Electric Bicycles."

Owners can go to more than 800 electric bicycle sales stores in the city to buy new cars through the "old-for-new" approach, and they can also dispose of used vehicles through the Beijing Municipal Renewable Resources Recycling System.

"Trade-in" and "recycling and dismantling" are carried out at the same time

The "Work Plan for the Recycling and Disposal of the Elimination of Excessive Electric Bicycles" clearly requires that all district governments in Beijing must strengthen the main responsibility of the territorial entities, and do a solid job of eliminating excessive electric bicycles by region and grid.

Sub-districts, towns, and communities can take the form of "exchanging goods" to encourage car owners to promptly dispose of abandoned vehicles, so as to reduce the generation of "zombie vehicles" from the source.

At the same time, reasonably set up recycling outlets (sites) and rationally allocate parking sites to meet the needs of recycling and temporary storage of end-of-life vehicles.

For the over-standard electric vehicles, Beijing will use the vehicle "old-for-new" as the main channel and "recycling and dismantling" as the supplementary path to guide them to speed up, orderly exit or replace them with compliant vehicles before the end of the transition period.

At present, more than 800 electric car sales stores in Beijing are continuing to carry out used car replacement activities, and have introduced favorable policies such as used car discounts and new car discounts. New cars that meet national standards are adequately stocked to meet the needs of car owners for "trading old for new".

At the same time, in order to improve the efficiency of new car registration, the Beijing Municipal Public Security Bureau’s Public Security Traffic Management Bureau issued the "Guide to the Registration of Electric Bicycles" through its website, and set up a number of convenient service points for registration of electric bicycles based on sales outlets, and each traffic branch and brigade It will also add acceptance windows, temporary registration stations or adopt "mobile services" as needed to facilitate citizens' registration of electric bicycles.

In addition, in order to do a good job in vehicle recycling, the Beijing Municipal Management Committee and the Beijing Municipal Ecological Environment Bureau have publicized the list of qualified renewable resource recycling companies and waste lead battery recycling companies in Beijing, as well as information on recycling outlets. The City Management Committee has compiled the first batch of 86 recycling service outlets in the city. For specific information, please follow the official Weibo of the "Beijing City Management Committee" or the WeChat public account "Guancheng Lishi" for inquiries.

The Public Security Traffic Management Bureau of the Beijing Municipal Public Security Bureau reminded that there are many potential safety risks for electric bicycles that exceed the standard. Owners are requested to properly dispose of the vehicles through the above channels as soon as possible to build a safe and orderly traffic environment in the capital.
